That efforts to correct the state budget deficit be ma.de in a balanced approach with additional cuts spread equally across , the board to all state agencies and units of government, and with ' increases in state revenues by modifying existing tax laws or ', enacting new forms of progressive taxation that will not adversely affect business investments. 2. That efforts to improve the state' s cash flow problem be addressed by increasing the state' s short term borrowing authority and that proposals to shift the burden to local units of government be rejected. 3. That no further action be made to cut aid payments due ' cities in 1981, but rather make any necessary aid reductions effective for the 1982 calendar year. 4. That homestead credit and local government aid payments ' due cities on November 15 and December 15, 1981 be made by no ' later than December 31, 1981 so that cities may end their fiscal year without a deficit budget.
