The Departnient of Public Works T'raffic Division is requesting that a public hearing date be set for the
construction and assessment of a trafFac signal system at the intersecfion �f East Seventh Street and Kittson
Street in St. Paul.
The tra:fic cignal has already been constructed witts acknowledgement from Space Center Enterprises Inc.,
the assessed party, zhat it would waive the pubiic hear'_ng until after the signal was constructed.
The following is a suznniazy of the project:
Project
The project provides for a traffic conuol stgnal to establish safe traffic cuntrol for !he numerous vehicles
turning into and out of local businesses and State agencies at this intersection.
Initiating Action
The City of St. Paul Department of Public Works Traffic Division with concurrence from Space Center
Enterprises, Inc. detemuned that a traffic control signal was necessary to safety control the numerous

PreviauslCurrent Conditions
The East Seventh and Kittson Street intersection geometrics consists of two lanes of traffic each direction
on East Seventh Street and one lane of traffic each direction on Kittson Street. Kittson Street serves as the
main access to a 1,500 vehicle parking lot for Space Center Enterprises, Inc. on the north side of East
Seventh Street. This intersection also serves as the main access for the Downtowner Car Wash and the
Holiday Gas/Convenience store located on the south side of the intersection.
Current Improvements
The traffic control signal at this intersection is a semi-actuated, coordinated tra�c signal. It is operated and
monitored under the City of St. Paul Central Computerized Tr�c Control System.

CONTROL SIGNAL AT THE INTERSECTION OF KITTSON STREET AND 7TH STREET EAST .
1. The undersigned is lessee (hereinafter referred to as "Lessee") and legally responsible for fhe payment
of assessments on the property legally described as: Vacated Sfreet accruing. Lots C.D.E.F and
G. Soo Line Plat Number S
(hereinafter referred to as the "Subject Property").
2. Lessee enters into this agreement and waiver on behalf of himself, his successors and assigns.
3. The estimated assessment amount for the construction of this improvement is � 26.500.00 to be
fully repaid over 1� years at the prevailing interest rate (simple interest), and that such payments
would be collected as an assessment against the Subject Property via personal property taxes.
4. If the assessment amount actually levied against the Subject Property is equal to or less than the
estimated assessment amount, Lessee hereby waives any right he may have to contest the validity of
or appeal from the special assessments plus interest including any procedural or substantive rights
pursuant to Chapter 13 and 14 of the St. Paul City Charter, Minnesota Statutes Chapter 429, or any
other statutes, constitutions, laws, or judicial decisions of the State of Minnesota or the United States.
5. If such improvements are approved and constructed, Lessee agrees on behalf of himself, his successors
or assigns that such gublic improvements would be of special benefit to the Subject Property in at least
the amount of the estimated assessment plus interest charges set forth in Paragraph 3.
6. Also, the undersigned, Lessee of the property legally described as stated in number 1 above,
states that it was entitled to receive notification under Chapter 13 of the Saint Paul City Charter prior
to the construction of said public improvement.
7. Notwithstanding failure to receive such notice and concurring in the action by the City Council, the
undersigned does hereby waives said notification requirements for the public improvement to be
approved by the City Council of Saint Panl.

The Departnient of Public Works T'raffic Division is requesting that a public hearing date be set for the
construction and assessment of a trafFac signal system at the intersecfion �f East Seventh Street and Kittson
Street in St. Paul.
The tra:fic cignal has already been constructed witts acknowledgement from Space Center Enterprises Inc.,
the assessed party, zhat it would waive the pubiic hear'_ng until after the signal was constructed.
The following is a suznniazy of the project:

The project provides for a traffic conuol stgnal to establish safe traffic cuntrol for !he numerous vehicles
turning into and out of local businesses and State agencies at this intersection.
Initiating Action
The City of St. Paul Department of Public Works Traffic Division with concurrence from Space Center
Enterprises, Inc. detemuned that a traffic control signal was necessary to safety control the numerous

PreviauslCurrent Conditions
The East Seventh and Kittson Street intersection geometrics consists of two lanes of traffic each direction
on East Seventh Street and one lane of traffic each direction on Kittson Street. Kittson Street serves as the
main access to a 1,500 vehicle parking lot for Space Center Enterprises, Inc. on the north side of East
Seventh Street. This intersection also serves as the main access for the Downtowner Car Wash and the
Holiday Gas/Convenience store located on the south side of the intersection.
Current Improvements
The traffic control signal at this intersection is a semi-actuated, coordinated tra�c signal. It is operated and
monitored under the City of St. Paul Central Computerized Tr�c Control System.

1. The undersigned is lessee (hereinafter referred to as "Lessee") and legally responsible for fhe payment
of assessments on the property legally described as: Vacated Sfreet accruing. Lots C.D.E.F and
G. Soo Line Plat Number S
(hereinafter referred to as the "Subject Property").
2. Lessee enters into this agreement and waiver on behalf of himself, his successors and assigns.
3. The estimated assessment amount for the construction of this improvement is � 26.500.00 to be
fully repaid over 1� years at the prevailing interest rate (simple interest), and that such payments
would be collected as an assessment against the Subject Property via personal property taxes.
4. If the assessment amount actually levied against the Subject Property is equal to or less than the
estimated assessment amount, Lessee hereby waives any right he may have to contest the validity of
or appeal from the special assessments plus interest including any procedural or substantive rights
pursuant to Chapter 13 and 14 of the St. Paul City Charter, Minnesota Statutes Chapter 429, or any
other statutes, constitutions, laws, or judicial decisions of the State of Minnesota or the United States.
5. If such improvements are approved and constructed, Lessee agrees on behalf of himself, his successors
or assigns that such gublic improvements would be of special benefit to the Subject Property in at least
the amount of the estimated assessment plus interest charges set forth in Paragraph 3.
