WHEREAS, the garage of Jesse Riley, 691 Aurora Avenue was destroyed in the
fall of 1980 by a drunken driver speeding down the alley behind his home; and
WHEREAS, the insurance money for the destroyed garage, in the amount of
$2,000 Dollars, did not provide adequate funds for Mr. Riley to appropriately
rebuild his garage; and
WHEREAS, Mr. Riley collected the insurance money and while in the process
of attempting to secure a builder in this price range found it necessary to
contract with a handyman willing to rebuild his garage for this amount; and
WHEREAS, the rebuilt garage was poorly constructed and shortly thereafter
collapsed, causing the garage door to jut into the alley blocking the right of
way; and
WHEREAS, Mr. Riley in September, 1981 , was assessed $85.00 Dollars by the
City of St. Paul for the removal of this garage door from his property in
February; and
WHEREAS, Mr. Riley is 81 years old, indigent, with a fixed income receiving
only meager monthly pension benefits; and
WHEREAS, Mr. Riley is unable to pay this assessment because of his advanced
age and lack of funds; now, therefore, be it
RESOLVED, that the City of St. Paul forgive the $85.00 Dollars assessed
Mr. Riley and any accompanying interest charges so that he may pursue his
remaining years relieved of this obligation.
