00-617Council File # nC� — G, �� S �,bs��. �.�fi � J .� �-g a000 RESO Resolution # Green Sheet # Zo�ga�1 MINNESOTA Presented By Referred To Committee: Date Wf3EREAS, new development on the western edge of downtown (such as completion of the new Science Museum of Minnesota, Saint Paul Arena and RiverCentre convention facilities) will have a profound impact on the W. 7th commercial district (between Kellogg Boulevard, GrandfRainsey, I-35E and Exchange Street) and adjacent residential neighborhood in the next few yeazs; and WIIEREAS, development within the commercial district itself, such as the expansion of United and Children's hospitals and construction of the Smith Avenue Transit Hub, will pose both challenges and opportunities for the existing area; and 10 11 12 13 14 15 16 WHEREAS, the issues of pazking and traffic have long been of concern to residents in the Irvine Park Histoxic District and other adjacent residential neighborhoods; and WHEREAS, there is a need for a planning and urban design framework for the W. 7th commercial district, hereafter referred to as the Seven Corners Gateway, that will respond to these challenges and opportunities, and guide future development in the area; and 17 WIIEREAS, Councilmember Chris Coleman requested the assistance of the Saint Paul on the Mississippi 18 Design Center to conduct a week-long charrette, or urban design workshop, to prepare in a timely manner this 19 planning and urban design framework; and 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 WHEREAS, the Seven Corners Gateway Charrette was conducted from October 14-21, 1999, with the financial assistance of several communit7 partners, including the West SeventhlFort Road Federation, West End Business Revitalization Corporation, Allina Health System Foundation, Saint Paul Riverfront Corporation, Capital City Partnership, Saint Paul on the Mississippi Design Center, Saint Paul Department of Planning and Economic Development, and the office of Councilmember Chris Coleman; and WIIEREAS, a consultant team, led by Town Planning Collaborative of Minneapolis, conducted the charrette, bringing together approximately 100 residents, business owners, properiy owners, City staff and community representatives;and WHEREAS, Town Plamiing Collaborative prepared the Seven Corners Gateway Plan as a record of the charrette's proceedings and recommendafions; and WHEREAS, the Seven Corners Gateway Plan contains recommendations in the areas of urban design, transportation and pazking, new residential development, business retention and expansion, and preservation of the neighborhood's histaric chazacter; and 38 WHEREAS, the Saint Paul Ciry Council, on March 15, 2000, referred the Seven Corners Gateway Plan to 39 the Plamiing Commission; and asked the Commission to review and comment on the Plan, recommend �° - ��`L 40 adoption or endorsement of the Plan and recoxnmend regulatory and other tools necessary to implement the 41 PZan; and 42 43 WI�REAS, the Plamiing Commission conducted a public hearing on April 14, 2000, at which interested 44 persons spoke; and 45 46 WHEREAS, the Plamiing Commission reported back to the City Council on June 28, 2000 and recommended 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 that the City Council: 1. Gather public comments into an addendum to the Seven Corners Gateway Plan. 2. Support the interpretation of the Ten Principles of the Saint Paul on the Mississippi Development Framework for the Seven Corners Gateway Area (as described in pages 3-7) to guide future development in the Gateway Area. Generally support the recommendations on pages vi-x, with the exception of the following: * "The Armstrong/Quinlan House, currently on the site of the new transidparking facility, should be moved to the corner of Exchange Street and Eagle Parkway." (page vi) * "The parking supply for local businesses should be piaced towards the center of urban blocks.° (as applied to everv block) (page viii) * "As new medical buildings absorb the existing surface parking lot at Smith and Kellogg, parking should be replaced with either surface or structured parking internal to individual blocks." (page ix) �` The proposed redevelopment of the historic Alexander Ramsey House site and adjacent parking lot as shown on the plan drawing on page vii. The Ramsey House site (including parking lot) shouid be retained in its present character without any structured parking or the introduction of housing that is incompatible with the historic character of the neighborhood. * The existing business site at 292 Walnut (comer of Walnut and Exchange streets) should be developed for housing in the future as indicated on page vii. The two businesses currently occupying the site (T.D. Wright and JP Woodworks) should be retained at their present location until a feasible new locafion(s) in Saint Paul can be determined by the City and the two affected businesses. * The proposed redevelopment of the Bigelow block (between Walnut and Chestnut streets, north of Exchange Street) as shown on the plan drawing on page vii should not include a parking ramp of more than one level above ground, but may include pazking. Any pazking should be constructed to protect the visual integrity of the historic neighborhood. Support the general concepts of the Seven Corner•s Gateway Plan, with the understanding that the Planning Commission reserves the right to make further recommendations on specific site development or general guidelines. Use the Seven Corners Gateway Plan as the basis for the creation o£ an overlay district (or other appropriate regulatory tool) to guide future land uses and urban design. 6. In presenting the plan to the Planning Coimnission for acceptance, there is a proposed resolution circulated by Lucy that recommends certain actions (recommended to the City Council by the Planning Conunission), wluch includes a set of exceptions &om the recominendations of the Plan. Aaron Rubenstein, HPC staff, descriUed the public discussion to date. It was moved by M�iuel Cervantes and seconded Uy NSason Riddle that the Historic Irvine Park Association support moving the Armstrong-Quinlan House to the Pazk area, with the first priority site being the comer of Walnut and Exchange, across from the Ramsey House, or, as a less favared site, on Chestnut beriveen Ryan and Shepazd, or elsewhere on the Bigelow block; fiirther, that the house retain its residential chazacter and be re-used as a double house. Tlus motion also passed unanimously. ui Jtuie, potential siting for the P.rmstrong-Quinlui House is to be discussed before the HRA Board; in July, there tivill be a public hearing on the House before the Heritage Preservatioi� Couimissio�z. Kevin McGrath reported on the request to re-zone Chestnut between Ryan and Shepard. A separate meeting on that topic will be held Nlay 30 at 5 p.m., and letters of invitation to that nY'�eting were circulated. Deep concem was expressed over the proposed allowable density and uses in the proposed zoning chauge. New parkino mstricLions, as petitioned, will take effect and be posted around the Pazk area, Uut are not expected to take effect until December. The new restrictions will limit parking to one hour on �Valnut, with no parking except by permit elsewhere around the Park. The Historical Society is still interested in publislung the Walking Tour book, but has not yet conunitte� to whetl�er it would be part of their fall, 20001ist or spring, 2001. Pazking ramps at the interior of blocks and closely spaced row houses pose a special challenge to that concem. 4. The Heritage Preservation Commission supports the determination of the relocation site for the historic Armstrong House through the federal 106 review process. 5. The addition of new structures should not dramatically change the density, thereby altering the area's historic character. 6. The demolition of "background" historic buildings which are not locally designated should be discouraged or prevented. Many of the older buildings a(ong West Seventh Street are not of laudmark quality but do contribute to the special historic character of the street. Nleetin� was ;: !jvwnec at 9:20 p.m. . __ . oo -c� t'l CITY OF SAINT PAUL HERITAGE PR�SERVATION COMMISSION RESOLUTION FILE NUMBER 2000-i DATE 8 June 2000 WFIEREAS, the Saint Paul City Council will soon revie�v the Seven Corners Gateway Plan with the intention of adopting it.as a devetopment framework for the subject area; and WHEREAS, Section 73.04( I) of the Saint Paul Legislative Code states that the Heritage Preservation Commission "shali serve as an advisory body to the mayor and city council on heritage preservation matters" and "review and comment on plans and studies which relatad to the historic and architectural heritage of the city;" and WHEREAS, the area that is the subject of the Plan is rich with historic resources and character and also faces significant development pressures and opportunities; and �VHEREAS� tlle Heritage Preservation Commission l�as considered tl�e Seven Corners Gateway Plan and the teslimony heard at its May 25, 2000 public liearing conceming the Pla�; and WHEREAS, the Commission understands tliat its comments and recommendations will be appended to the Plan; NOW, THEREFORE, BE IT RESOLVED that the Heritage Preservation Commission generally endorses the Plan as a development framework for the area, and in particular its recommendations conceming the preservation and enhancement of the area's historic structures, sites, and character; with the qualifications noted below; and BE IT FURTFIER RESOLVED that the Heritage Preservation Commission will excercise its responsibility to review and grant or deny approval to proposals for development �rojects located within the local Irvine Park Herita�e Preservation District, using the districYs design gdYdelines; and BE IT FURTHER RESOLVED that the Heritage Preservation Commission requests that the Department of Plannin� and Economic Development consult and work with the HPC and its staff in the development of design overlay district guidelines that will affect historic sites and districts; and BE IT FURTHER RESOLVED that the Heritage Preservation Commission requests the opportunity to review and comment on the design of buildings proposed for the Bigelow Block given its adjacency to the Irvine Park District; and BE IT FINALLY RESOLVED that the Heritage Preservation Commission makes the following recommendations �vhich are contrary to, different from, or in addition to those contained within the Plan: 1. The integrity of tl�e historic Ramsey House site should be maintained as is. A parking ramp should not be built on tlie Ramsey House block. If it were feasible to construct given the limited footprint, it would be located too close to historic structures and would have a significant adverse impact on the historic chazacter and integrity of surrounding structures. 3. More attention needs to be given to the retention and enhancement of green spaces on all sides of residential buildinns. Pazking ramps at the interior of blocks and closely spaced row houses pose a special challenge to that concem. 4. The Heritage Preservation Commission supports the determination of the relocation site for the historic Armstrong House through the federal 106 review process. 5. The addition of new structures should not dramatically change the density, thereby altering the area's historic character. 6. The demolition of "background" historic buildings which are not locally designated should be discouraged or prevented.
