WHEREA�, the improvement of Johnson Parkway from 300 feet South of ,
Minnehaha Avenue to Prosperity Avenue has been approved through the;
Capital Improvement �udget Process, and
WHEREAS, the JoYinson Parkway Study Task Force has recommended a
36 foot width between MinnehaIla Avenue and East Seventh Street with
widening to 44 feet at East Seventh Street and at Minnehaha Avenue
to provide for turning movements, and
WHEREAS, this width does not conform to current Municipal State Aid
Standards
NOW, THEREFORE, BE IT RESOLVED, that we do hereby authorize th.e ,
Director of Public Works to request a Variance from Municipal Stat�
Aid Standards for the construction of this portion of Johnson
Parkway.

PURPOSE AND RATIONALE FOR THIS ACTION: ,
City staff has been dealing with MnDOT since October, 1980, on this p oject.
We jointly agreed on the need for a variance request for the segment rom
E. 7th to Prosperity; that variance was granted in June of 1981. Now, at
time of final plans and specifications approval, MnDOT has raised the
issue of need for variance on the segment from E. 7th to Minnehaha an
refuse� to approve plans entitling us to MSA funding.
FINANCIAL IMPACT:
Approval by MnDOT has been withheld from the entire Johnson Parkway p oject
for our use of MSA funds until we either delete this portion or reque t
anohter variance for that segment. We must request variance to get t e
funds and complete tFie entire length of Johnson Parkway.

Dear Mr. Wheeler:
We have reviewed the above referenced plan in regard to State Aid Standards
and for variances granted.
We find that the variance request for Johnson Parkway was from East
Seventh Street to the end of the project at Prosperity Avenue. Commissioner
Braun on June 2, 1981, granted the variance as requested.
We are of the opinion that Johnson Parkway south of East Seventh Street
does not meet the State Aid standards as the present traffic of 9400
expanded to a 20 Year projection of 10,000 is not realistic.
It is of i nterest to note that the 1978 ADT shown on the Metropolitan
Traffic Map is 9 ,500 for the segment in question. Also, the traffic
from Third Street to Minnehaha was shown at 10,000 expanded to a 20 Year
projection of 1 3,000 on a prevtous project (SAP 164-129-07).
With such inconsistencies noted in the traffic counts and projections, we
