1 WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
2 Inveshnent (Cultural STAR) Program, C.F. 94-1005; and
4 WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent
5 sales taac on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
6 authorized by the State of Minnesota, Chapter No. 375, Sec. 46; and
8 WHEREAS, the purpose of the Cultural STAR Program is to fund capital projects to further cultural and
9 visitor service activities; and

11 WHEREAS, the Department of Planning and Economic Development (PED), in the sixth cycle, received 46
12 applications to the Cultural STAR Grant and Loan Program; and

WHEREAS, PED, the Cultural STAR Board, and the Mayor have evaluated the 46 applications and
forwarded their recommendafions for funding 29 proposals as identified on Attachment A, to the City
Council; and
WHEREAS, approval of projects at this point means the applicants haue six months to comply with project
stipulations and terms including those listed on Attachment A, work with PED and other city departments as
required and sign a STAR agreement; and
WHEREAS, should an entity not comply with stipulations and other requirements, and is not under contract
within the six-month period following City Council approval, that entity will not be funded and the funds will
revoke back to the Cultural STAR Program to be used in the next funding cycle; and
WIIEREAS, projects that are funded at less that the original request wiil reduce any direct project costs in
proportion to the cut in funding; and

29 WHEREAS, the Mayor, Pursuant to section 10.07.1 of the City Charter, recommends changes to the 2000
30 budget as listed below.

32 NOW THERE ORE BE IT RESOLVED, the City Council approves the funding priorities and budgets for

33 �x pr �ects at recommended funding amounts and terms as listed on Attachment A, and described
34 in applications subject to compliance with the program development and implementation requirements of the
35 Cultural STAR Program Guidelines; and

37 BE IT FURTHER RESOLVED, that the remaining balance of five (5) previously funded Cultural STAR
38 project grants totaling $19,698.61 be returned to the Cultural STAR budget; and
