RESOLUTION APPROVING THE ENERGY zMPROVEMENT PROGRI�M,
SERIES I, OF THE HOUSING AND REDEVELOPMENT AUTHORTTY
OF THE CITY OF SA2NT PAUL, MTNNESOTA; THE ENERGY
IMPROVEMENT REVENUE BONDS TO BE ISSUED TO FINANCE
THE PROGR�M; AND VARIOUS ACTIONS RELATING THERETO
WHEREAS:
A. The Housing and Redevelopment Authority of the
City of Saint Paul, Minnesota (the "HRA") , will undertake a
below market interest rate mortgage loan program (the "Energy
Improvement Program, Series T" or the "Program") to finance
energy improvements made to one-to-four family residences in
the City pursuant to Chapter 222 of the Laws of i�i�nesota for

1981 and Minnesota Statutes, Chapters 462A and 475, and Chapter
72, Saint Paul, Minnesota, Administrative Code, relating to
Housing and Rehabilitation Finance Programs; and
B• Chapter 72, Saint Paul, Minesota, Administrative
Code, relating to Housing and Rehabilitation Finance Programs
(the "Ordinance" ) , authorizes the HRA to exercise, on behalf of
the City, the powers conferred upon the City by Chapter 222 of
the Laws of Minnesota for 1981 (the "Act" ) upon the
authorization and direction of the City, which authorization •
and direction is given herein;
� C. By resolution (the "HRA Resolution" ) , the HRA
will authorize the issuance of not to exceed $1, 100,000 Energy
Improvement Revenue Bonds, Series I (the "Bonds" );
D• This City Council has on this day held a public
hearing on the Program;
E• The City has applied for an Urban Development
Action Grant, the proceeds of which will be applied to assist
the Program and later programs of providing financing for
energy improvements to single-family and multi-family
residences;
F. Northern States Power Company ( "NSP") proposes to
participate in the Program by providing certain additional
financial assistance;
G. The Indenture of Trust pursuant to which the
Bonds shall be issued, together with various other Agreements,
have been made available in draft form and will be sulxnitted to

the HR1� for approval, and the HRA will approve such Indenture
of Trust and Agreements and authorize such Indenture of Trust
and Agreements to be executed;
NOW THEREFORE, BE IT RESOLVED by the City Council of
_ , the City of Saint Paul, Minnesota, as follows:
1. It is hereby found, determined and declared that:
(a) The City faces potential serious shortages in
energy resources, and implementing energy conservation
measures requires expanded authority and technical
capability in order to minimize the use of traditional
energy sources in the housing sector.
{b) Accomplishing energy conservation is a public .
purpose. .
(c) It is in the public interest for the City,
through the HRA, to provide existing one-to-four family
housing loans for energy �improvements.
� (d) There is a continued need to reduce consumption
of energy from nonrenewable petroleum based resources.
- (e) There are housing units within the jurisdiction
of the City which are in need of energy improvements and
energy rehabilitation.
(f) Private sources of financing are not reasonably
available to provide the needed loans for energy
improvements and energy rehabilitation.
(g) The types af energy improvements and energy
rehabilitation which are eligible for financing under the

Program will reduce the consumption of energy from
nonrenewable petroleum based resources or from nuclear
sources, both directly and indirectly.
(h) At least 75� of the proceeds of each energy
. improvement loan under the Program shall be used for
housing repairs and improvements (1 ) which w ill be used or
useful to conserve energy and (2 ) which, when installed or �
completed, will with respect to each housing unit directly
result in a cost effective reduction of energy use from
, nuclear or nonrenewable petroleuin based resources.
2• The Council hereby authorizes and directs the HRA
to carry out the Energy Improvement Program, Series I, and to ,
issue the Bonds to finance the Program upon the terms to be set

3. The Mayor, City Clerk, Director, Department of
Finance and Management Services, and other officers of the City
are authorized and directed to take such actions as may be
_ necessary to secure the Urban Development Action Grant for
which application has been made with respect to the Program,
including the furnishing of evidentiary materials and the
execution of agreements with participants in the Program and
other programs to which the Urban Development Action Grant
relates. � �
4. The Mayor, City Clerk, and other officers of the
City are authorized and directed to prepare and furnish when
the Bonds are issued, certif.ied copies of all proceedings and �

and marketability of the bonds as such facts appear from the books and records

made by the City and contained therein.
