RESOLUTION REQUESTING HOUSING AND REDEVELOPMENT
AUTHORITY OF THE CITY OF SAINT PAUL, MINNESOTA,
TO ADVANCE $75,000 FROM ITS TAX LEVY FUND TO THE
CITY OF SAINT PAUL FOR THE PURPOSE OF COVER2NG
COST OF DEMOLITION OF THE MASONIC TEMPLE BUILDING
WHEREAS, the City and the HRA entered into a contract dated
February 8, 1973, for the acquisition and demolition of the old
Masonic Temple Building in order to provide the necessary right- '
of-way for the proposed I-94 connectors; and
WHEREAS, the City and the HRA entered into an Agreement to
modify the above mentioned Contract dated October 31, 1974, which
Agreement deleted from the Contract all obligations of the HRA
for the demolition or removal of the building from the premises; jand
WHEREAS, on May 27, 1981, a fire destroyed a portion of the ,
Masonic Temple Building; and
WHEREAS, for safety and future development reasons, it is
desired by City officials to demolish the remainder of the Masoni}c
Temple structure; and
WHEREAS, it is anticipated that this remaining demolition w�ll
cost a maximum $75, 000; and
WHEREAS, the City does not currently have available undesigr�ated
funds which can be used for such a purpose.

RESOLVED, that the City requests the transfer by the HRA
of up to $75,000 from the HRA tax levy fund for said demolition;
and be it
FURTHER RESOLVED, that the gross revenue �rom the sale of
the Masonic Temple property by the City for highway and/or
development purposes shall be used to reimburse the HRA tax
levy fund for sums as are actually transferred; provided that
the City is not obligated to reimburse the tax levy fund in the
event gross revenues from sale or other use of the property are
insufficient to repay such transferred amounts; and further
provided, that any revenues or proceeds remaining after repay-
ment of such funds actually transferred shall be treated as net
proceeds subject to Section 13 .04 of the Charter.

RESOLUTION NO. 81-8/13-
RESOLUTION AUTHORIZING AN ADDITION TO THE 1981
HRA TAX LEVY FUND BUDGET FOR THE COST OF THE
DEMOLITION OF THE MASONIC TEMPLE AND PROVIDING
THE ACCOUNTING FOR THE RETURN OF MASONIC TEMPLE
PROPERTY SALES PROCEEDS
WHEREAS, on May 27 , 1981, a fire destroyed a portion of the
City of Saint Paul (City) property known as the Masonic Temple.
Emergency demolition work has been completed because of th.e
hazardous conditions; and
WHEREAS, the City has requested the HRA to advance the sum
of $75, 000 to pay for the remainder of demolition, which sum will
be repaid to the HRA from the gross sale proceeds of the land
by the City for highway and redevelopment purposes; and
WHEREAS, the Executive Director of the HRA does hereby
certify that there is available for appropriation an adequate
fund balance in the HRA Tax Levy Fund; and
WHEREAS, the Executive Director of the HRA recommends that
- the following additions be made to the 1981 HRA Tax Levy Fund
Budget:

NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopm�nt
Authority of the City of Saint Paul , Minnesota, as follows:
1) The Executive Director's recommendation is accepted
and the above addition to the 1981 HRA Tax Levy
Fund Budget is adopted. -
2) The gross sales proceeds resulting from any future
sale of the parcel upon which the Masonic Temple
stands up to the amount actually advanced to the
City for demolition will be deposited directly to
the HRA Tax Levy Fund. Any sale amounts remaining
after the repayment of actual demolition costs
advanced by the HRA are to be treated as net
proceeds subject to City Charter provisions .
