00-608OR��INAL Council File # �� ��.�� Green Sheet # ' �O13 9 RESOLUTION CITY, NNESOTA 10 Presented By Referred to Committee: Date 1 WHEREAS, the Division of Parks and Recreation has had a contract with Allied Management, Inc. for 2 the management of the Watergate Marina for the 2000 boating season pursuant to authorization by the City 3 Council under Council File #00-239: and 4 WHEREAS, the Council, in Council File # 00-217, requested the Division of Parks and Recreation to 5 develop on or before September 1, 2000 a plan for the future management and operation of the Watergate 6 Marina; and 7 WHEREAS, the Division of Parks and Recreation desires to issue a request for proposals to identify a 8 plan for operation and insure continuation of services at Watergate Marina beyond the end of the Agreement 9 with Allied Management Company on September 30, 2000; and l0 WHEREAS, Saint Paul Administrative Code §85.04(b) requires that managed competition requests far 11 proposals be submitted to the Compete Saint Paul Board for review and recommendation before a request for 12 proposal is sent to private parties for response, but the Board currently is not active; and 13 WHEREAS, Section 85.13(a) perxnits the Council by resolution to waive one or more of the 14 requirements of the Chapter; and 15 16 WHEREAS, the Council finds that the purposes of §85 would not be frustrated by a waiver of the 17 requirement of Board review of requests for proposals in this instance; now, therefore, be it OR�GINAL o�-�o� 18 RESOLVED, that the requirement of Saint Paul Admnustrative Code §85.04(b) that all managed competition 19 requests for proposals be submitted to the Compete Saint Paul Boazd for review and recommendation prior to 2 0 such RFP being sent to private parties shall be waived, as shall the requirements of §85.06 and §85.07 relating 21 to performance plans, and the provisions of §85.09, and the Division of Parks and Recreation is authorized to 2 2 issue an RFP for the management and operation of the Watergate Marina. This action is necessary in order for the Division of Parks and Recreation to identify a plan for future management and capital improvements at the Marina, located in Crosby Fazm Pazk. Eazlier this year, the Council (resolution 00-217) authorized the Division to seek proposais for the management of the Marina for the 2000 boating season. This resulted in a management agreement with Allied Management, which wili expire on September 30, 2000. The same council action requested that the Division identify a plan for future management of the facility. The issuance of an RFP is the fust step in this process. RFP notices will be distributed to a11 of the parties which responded to the Division's solicitation for a Marina manager for the 2000 season, as well as other interested and eligible operators. I anticipate that the RFP process will result in a management agreement, which will be presented to the City Council for approval by mid-September.
