The Zoning Committee conducted a public hearing on the case on June 18, 1981 . No one testified at the public hearing. Four letters were received in support of the rezoning, one with four signatures, in addition to a letter from District 8 in support of the rezoning. The Zoning Committee voted 7-O.to recommend approval of the rezoning. The Planning Commission considered the Zoning Corrmittee's recommendation on June 26, 1981 , and voted 15-0 to approve the rezoning. The rezoning request is scheduled to be heard by the City Council on July 23, 1�981 . PURPOSE: Rezone from RT-1 to RT-2 to allow construction of a four-unit townhouse. B. SUFFICIENCY: The petition was de.clared sufficient by the Finance Department on May 8, 19�—Twenty-seven parcels were eligible to sign the petition; 18 parcels were needed; and 21 parcels were obtained. C. FROPJTAGE & AREA: The parcel has a frontage of 120 feet on Ashland and a depth of . 118 feet for an area of 14,160 square feet. D. SITE & AREA CONDITIONS: Three duplexes were cleared from the site in 1975. The site is presently vacant and is flat. Surrounding land uses include large single family, duplex, and triplex homes built around �the turn of the century. blebster Magnet School is located 12 blocks east of the site. E. FINDINGS: 1 . The development proposed for the site is a 4-unit townhouse structure with a projected selling price of $70,000 - $85,000 per unit. The developer has applied for funding under the McKnight Housing Fund. 2. The site plan indicates that each unit will have two off-street parking spaces , which meets the Zoning Ordinance parking requirements for new construction of townhouses. 3. According to the 1974 Land Use Survey, the site was formerly occupied by 3 duplexes , or 6 housing units. The proposed density of four housing units is lower than the previous density. 4. The Housing Policy Plan encourages a more efficient use of land resources for housing development b,y encouraging development of duplexes and triplexes on scattered vacant infill sites in lower density residential area (Policy S5, p.9) . 5. The Land Use Plan states that "On scattered vacant sites in existing neighborhoods , the City will establish criteria which will allow new housing development at densities somewhat higher than the existing zoning but compatible with the aeneral existing pattern of development." (P.41 , Policy 4.1-4) 6. The District 8 Plan designates this area as low density residential (_6-10 housing units/acre) (p.8) . The proposed development has a density of approximately 12 units/acre, which is only slightly higher than the density recommended in the plan. 7. Based on the above 3 findings , the rezoning is found to be in conformance with the Comprehensive Plan. 8. The rezoning would be compatible ��rith the prevailing land use in the area and ►vould not create disharmony between land uses. F. Miles ' proposal and request for rezoning for his development pro- ject at 827-31 Ashland , and has given approval to it . The information presented to the council that supported our recommendation was that Mpls . /St . Paul Family Housing Fund financing would be sought , that the energy credit would be used , that the unit prices would be such that equity par- ticipation loans would be applied for and that they had an affirmative action plan . These factors combined would pro- vide homeownership opportunities to low and moderate income families and economically benefit the neighborhood in its construction . . However , the information distributed by PED regarding projects requesting Family Housing Fund financing indicates that equity participation loans have not been requested and that there is no affirmative action plan . Given this infor- mation , we could not follow through with our recommendations . I talked to Mr . Miles about these discrepancie� and he assured me that the information was wrong. I said I needed that to be verified by the city. Jerry Jenkins called and stated that she had taZked to Ken Gauthier and Vicki Murray and they said Mr . Miles has requested 50% equity participation and an-:affirmative action plan exists . We will accept this verbal verification and proceed on that basis and contiriue to recommend Mr . Miles ' project and request , but we will need written verification .
