1 VJHEREAS, gasoline prices have risen to an inordinate amount in the Midwest, including the City of Saint Paul;
2 and,
3 VJHEREAS, the negative impact ofthe price for gasoline especially affects those on low, moderate or fixed incomes
4 in Saint Paul; and,
5 WHEREAS, other petroleum products, such as natural gas and home heating fuel may also rise in a conesponding
6 manner, having an even more disastr�ous affect on the residents of Saint Paul; and,
7 WI�REAS, the Saint Paul City Council and MayorNorm Coleman have held the t� levy stafionary for six budget
8 cycles; and,
9 WHEREAS, the impact on the 2000 motor fuel budget is now projected to be 52.83% higher resulting in an
10 additional $644,Q00 spent on this one azea; and,
11 WHEREAS, Federal Trade Commission(FTC) Chanman Robert Pitofsky said that the sudden price spikes are
12 "sufficienfly questionable" to warrant formal invesfigation into price gouging and collusion; now,
13 THEREFORE BE IT RESOLVED, that the Saint Paul City Council joins with Senator Paul Wellstone,
14 Representative Gil Gutknecht and State Attorney General Mike Hatch in requesting the FTC include Minnesota in
15 their investigation into the cause of escalated price levels of gasoline.
