WHEREAS, the City of Saint Paul has applied for and reoeived from the
United States Environmental Protection Agency (EPA) certain grant funds for
Phase I and Phase I I of the Sol id Waste to Energy Recovery Project; and
WHEREAS, Phase i has been corr�leted and has identified 91 potential
markets in Saint Paut, and Phase II has identified one major energy market,
namely 3M Maplewood, and will be completed once a facility site is secured;
an d
WHEREAS, Saint Paul has received $210,000 in federal funds for Phases
I and i I of the Sot i d Waste to Energy Recovery Project and has contri buted
$64,000 in local matching funds through p�ior Public Works Administrative
budgets; and
WHEREAS, an additional $190,000 is allocated by the EPA to Saint Paul
for Phase III and will be committed to Saint Paul once the local match
funding is secured, actual expenditure of said matching funds witl not be
requi red unti 1 Fiscal Year 1982; �d
WHEREAS, Ramsey County will contribute a minimum of $30,000 and
Washington County $30,000 to the local match f�ding as part of the planned
t�ansition of the project to a joint city/county effort; naw therefore be
it
RESOLVED, that the Council of the City of Saint Paul does he reby
provide, as part of the City's Pub)ic Works general fund budget for 1982,
a minimum sum of $30,000 to be used solety as local matching funds for
Phase III of the EPA Waste to Ene rgy Grant, and that the Pubtic Works
Department is hereby authorized to make notice of this ca�mitment to
the United States Enviranmental Protection Agency.
FURTHER RESOLVED, that this resolution is approved subject
to the approval by all other involved governmental agencies .

RE: Solid Waste Management Plan

The Solid Waste Management Ptan has been in pubiic circulation for
about six months and has generated public review and comment. This
plan ls different than most plans developed by the City. It is not
a part of the City`s comprehensive plan; instead, it is more related
ln eontent to a division work program. It does, however, point out

- many spec ic areas where future poiicy will have to be established.
As stated in the pian, the Soltd 1Jaste Management fteld is a very
. dynamic one at this time. We are in a period where many changes
and decisions are happening daily at aii levels of �-esponsibility,
. . � • both public and private, and at both management and policy levels.
At the time the plan was written, we we�e very aware that changes
wouid continue rapidly and that the plan would requi �e almost con-
stant revision to be consistent with the changing scene.
One maJor purpase of the plan was to create an awareness of the com°
plex solid waste/energy problem and to develop an unde rstandtng of
pendtng alternatives for solution and the trade-offs these alterna-
, tives create. Another purpose was to develop the management strategy
within Public Works for tackling this changing and complex responsi -
bllity. 7hese two purposes are being accomplished by public use of
this document. However, in this very brief six months, many changes
have already taken piace and the plan is now due for revislon.
� 7herefore, i am requesting that the Publ 'oc Works Commlttee take no
formal action on the Solid Waste Ftanagement Plan at this time, and
that the ptan be returned to the Public Works Department to be up-
dated so that it reflects changes in state law, county responsibil-
tty, the local scene and City administrative action. For the revi -
sion process I intend to establish a work team, which will assist
� us in revising the plan. I invite pa�ticipation by any of the
Councii Aides on this work team.

:�St. Paul has received $210,000 in federal funds for Phase 1 and Phase 11 and
. provided $64,000 local matchi�g funds. The Phase 111 aliocation from EPA to the
City is $190,000. The City, Ramsey County and Washington County will provide •
$30,000 local matching funds each as pa�t of the planned transition of the pro,ject
to a joint City/County effort. The $30,000 City portion is a line item in the
Public Works 1982 General Fund budget in Fund Account 32210.
