At the City Council meeting, it was noted that the recommendation should also include a provision that a report be made in thirty days on the progress of negotiations with the Police Federation. The law requires that if the City sells any portion of the site, any amount of sale proceeds exceeding the legal, administrative and demolition costs must be returned to the State's General Fund. The City Council held a public hearing on the reuse of Gillette Hospital in the District 5 area on September 4, 1980; and on April 29, 1980, decided to convert the site to passive park but retain the West `��:.^,� b�ilding for future development. The Police Federation has expressed an interest to PED staff concerning the development of the West Wing building as office, classroom and recreation space for various law enforcement organizations. In June, 1980, the Police Federation presented its development proposal to the District 5 Planning Council and received support for the plan. The Federation estimates rehabilitation costs for its proposal at approximately $100,000. At its meeting of November 20, 1980, the City Council's Committee on Development and Transportation directed the Department of Community Services to negotiate a long-term lease agreement with the Police Federation to implement its proposed development. As of this da:e, no agreement hss been finalized. SITE DEVELOPMENT COSTS Demolition, security and maintenance expenses relative to the Gillette Hospital Site have been paid by the HRA Tax Levy fund. It is the City Attorney's office opinion that costs associated with the site cannot be sustained by the Tax Levy fund on a permanent basis since the use of the site will be primarily park and not "development" as defined by existing state law. Total costs incurred through December, 1980, equal $210,473.77. On September 11, 1980, the City Council took action to reimburse the Tax Levy fund from the Capital Improvement Fund for the demolition and security expenses incurred through September, 1980, which had been allocated for the Downtown People Mover project. fl total of $179,500.00 was transferred to the Tax Levy fund. However, security expenses continue to be incurred and paid from the HRA Tax Levy fund. Security has been approximately $4500 per month for the 24-hour, on-site services of Capital Security, Inc. Demolition expenses were approximately $127,000. A balance of $30,903.77 remains in the Tax Levy Account which needs to be reimbursed. This figure includes both actual and estimated expenses through December 31, 1980. _ � d`�.7�h:..5: . . . � � "" Page Two ,� ,: °.} �i :� '.:� � FUTURE EXPENSES The primary expenses which will continue to be incurred until the Police Federation develops the West Wing site include security and staff time. Effective December 1, 1980, PED has installed an electronic "sound intrusion system" to replace Capital Security's on-site guard services which has reduced monthly security expenses from $4500 to $100. The system is connected to the system now used by the School District for security of its buildings and will be monitored by the School Board's answering system. Since the entire Gillette site is now the responsibility of the Department of Community Services and since the use of Tax Levy funds to finance site related expenses are in question, it would be advisable to direct future payment of these expenses from the Department of Community Development budget. SUMMARY At this time, a source of funding should be identified to reimburse the HRA Tax Levy fund f or $30,903J7. Second, I would recommend that the Department of Com�nunity Services be directed to assume all future security expenses related to the Gillett�� Hospital, West Wing site, so PED does not need to seek future reimbursements for this project.
