ANTHONY HILL STORM SYSTEM Western Tunnel City Project No. S-1263 _ Right-of-Way City Project No. S-1263R Western Open-Cut Sewers City Project No. 5-1264 � INITIATING ACTICN: Administrative Order D-2852, dated June 30, 1976, authorized an investigation of the needs for the St. Anthony Hill Storm System. The result of this investi- gation was a proposal to construct sewer relief projects for the St. Anthony Hill ' �rea in four phases. Phases I & II (St. Albans projects) are now under con- struction. This proposal for Phases III and IV, consisting of the Western Tunnel ' and Western Open-Cut Sewer System, satisfy the stormwater management needs for the area and will complete storrl sewer relief for the entire St. Anthony Hill drainage basin. ' EXISTING CONDITIONS: • , The St. �'�nthony Hill Drainage Area consists of two smaller sub-drainage areas known as the SL-. Albans sub-drainage area and the Western Avenue sub-drainage area. A Stormwater tunnel and a surface drainage open-cut sewer system is currently being constructed, ser_ving the St. Albans sub-drainage basin. This sewer relief system will be operational in 1981. Completion of the St. Albans Sewer Relief Project will also provide a certain measure of relief for the Western Avenue sub-drainage area that is presently served by an existing combined sewer system. However, during rainstorms of an intensity less than that warrant- ing protection according to City Design Standards, residents in the Western Avenue area will experience basement flooding with combined sewage. Local street and boulevard flooding with combined sewage will also still occur. PROPOSED IMPROVEMENT: � This proposal is to construct a storm tunnel and a system of open-cut storm sewer� which will separate all storm runoff from the existing combined sewers. The storm tunnel will include three shafts to outlet the open-cut sewers to the storm tunnel which in turn will outlet to the existing St. Peter-Rondo Storm 4v'ater Relief Tunn�l � at approximately Western Avenue and I-94. The existiny St. Peter-Rondo Avenue. Storm Water Relief Tunnel will convey the stormwater runoff to the Mississippi River. This project consists of constructing a stormwater tunnel from the existing Western Avenue stub of the St. Peter-Rondo Stormwater Tunnel near Western Ave. and I-94 in . a northwesterly direction to a terminu� point beneath the intersection of VanBuren Ave. and Mackubin St. Further, another branch from a point beneath the intersectidn of Charles Ave, and Virginia St. to a point beneath the alley .between Sherburne Av�. and University Ave. , and between Western Ave. and Arundel St. Also, the construct�on of three shafts at the following locatioris: Virginia Street and Charles Avenue Arundel Street and Charles Avenue VanBuren Avenue and Mackubin Street The proposed construction will include approximately 5,200 �1in. ft. of concrete li�ed sandstone tunnel with a design capacity for a storm having a 5 year return frequen�y. ESTIMATED RIGHT-OL'-WAY FINANCING 1981 Water Pollution Abatement Fund $240,000 These cost estimates reflect current estimates increased at an annual inflation- rate of l0a of the actual time that acquisition is anticipated. ALTERNATIVES: _ - The present proposal is the result of �:�tensive study and the screenin3 of many alternatives for stormwater management in this drainage area. Construction o� the stormwater tunnel and the open-cut sewer system is the most cost effective solution to provide sewer relief for this area. POSITIVE BENEFITS: This tunnel project, together with open-cut storm sewers, will make it possible to relieve the present undercapacity combined sewer system by separating storR; and _ sanitary flow. This will eliminate basement flooding with combi_ned sewage, thus eliminating a significant health hazard, reduce street flooding and also reduce the stormwater flow quantity and cost for stormwater treatment at the Metropolitan Waste Control Commission Sewage Treatment Plant. This sewer system will also aid redevelopment currently taking place for •this area and will tend to increase property values for exis�ting residences. • ADVERSE EFFECTS: Temporary problems associated with tunnel, shafting and open-cut sewer construction, such as noise, dust and disruption of traffic.� Temporary construction easements at the Ober Boy's Club soccer field will cause an inconvenience to this establish- ment and members or patrons during construction of the stormwater tunnel. SUMMARY AND RECOMMENDATION: ` Sewer deficiencies in the Western Avenue Sub-Drainage Basin are serious enough to warrant correction. Construction of the Western Tunnel and the Western Surface Drainage Open-Cut Sewer System will provide storm sewer protection equal to the city's design standards. The project will also eliminate combined sewage backups through house plumbing and street and boulevard flooding with combined sewage during rainstorms. Each project is absolutely dependent upon completion of the • other in order to provide the desired results.
