RESOLVED, That upon execution and delivery of a release in full
to the City, in a form to be approved by the City Attorney , the
proper City officers are hereby authorized and directed to pay
out of the Tort Liability Fund 09070-511-000 , to:
1. Donald A. Koethe the sum of $250 .00 in full settlement of
his claim of damages sus�ained on or about July 22, 1981,
as more particularly set out in the Notice of Claim filed
in the City Clerk 's office on September 21, 1981.
2 . Joseph Huber the sum of $218 .45 in full settlement of his
claim of damages sustained on or about July 28 , 1982 , as
more particularly set out in the notice of Claim filed i.n
the City Clerk's office on August 2 , 1982 .

M E M O R A N D U M
CLAIMS AGAINST CITY OF SAINT PAUL
BY DONALD A. KOETHE AND JO5EPH HUBER
On March 29 , 1981, at 8 : 39 a.m. , a Ruppster garden tractor was
stolen from claimant, Donald Koethe. It had no serial number
or license number on it and a burglary report was prepared by
the Saint Paul Police Department. The stolen tractor was
actually recovered by the 5aint Paul Police Department on
March 29 , 1981, at 3 :30 a.m. , before it was reported stolen.
The recovered tractor was not traced to Mr. Koethe and he was
not informed that it was in the Saint Paul Police Department's
possession. This tractor was auctioned at the impound lot on
July 22 , 1981, to another party . This office has settled
Mr. Koethe 's claim for $250 .00 which we feel is the reasonable
value of the tractor.
On July 28, 1982, Saint Paul Police Officer Foster was chasing
a vehicle involved in a felonious theft near Pascal and Fairmont.
Officer Foster fired one round at the rear tire of the vehicle
owned by claimant, Joseph Huber. Th� bullet hit Mr. Huber's
rear window and shattered it. This office has settled Mr. Huber's
claim for $218 . 45 which was the cost to replace the shattered
window.
