APPEARANCE : Carl E. Warner, and Ed Verby, nephew of Mr. Warner PROCEEDINGS : Mr. Warner said he and his sister owned the property jointly. Both were on social security and felt the expense of adding a bathroom to one of the second fZoor units was too great. Each of the two apartments was occupied by one person only who shared use of one bathroom facility. Alice Bijjani stated that the inspector had found the building to be gen- erally well-kept and in good condition. The greatest concern was a lack of proper ventilation and a handsink in the shared bathroom. She distri- buted a rough sketch of the second floor and some pictures of the shared bath, pointing out a possible wall space for a handsink. An alternative would be installation of a handsink just outside the bathroom. Appellant proposes to install one large window in sleeping are a. APPEARANCE : John Magnusson, and Jane Miller PROCEEDINGS: Mr. Magnusson said that Apt. #5 , the b asement unit , was an e iciency, consisting of a combination living-sleeping area and kitchen opening from it. There were six windows , and he was agreeable to - enlarging one window in the sleeping area to provide an emergency escape , if necessary. Alice Bijjani pointed out that the boiler area was only partially fire separated from the exit stairway. This should be corrected, because a fire or smoke would effectively block escape by that route . In addition, it was important to have an emergency escape route in the sleeping area, and this could be accomplished by enlarging a window there. This would also take care of a slight deficiency in light and ventilation. The open�ing between the kitchen and living room was not quite large enough to consider them as one room, but it was very close , and the additional �tindow area would be an improvement on that score as well. l�ir. Magnusson indicated that he was completing the fire separation of the boiler area and was not asking a variance on that requirement. BOARD ACTION: Mr. Knutson moved that a variance of Section 34. 14 be grante , to permit continued use of Apt. #5 , where light and ventilation is slightly deficient , on condition that an escape window be provided in the sleeping area. Grossbaum SUBJECT : Request variance on fence height limitation of 6i ft . , to permit ins' tallation of fence 10 ft. high to serve as a backstop for games on children' s playground. APPEARANCE : S. G. Grossbaum PROCEEDINGS : Chairman Glassman read a note of objection to the 10 ft . ence rom a neighbor of the property, Mary Strub, who considered the fence an eyesore that cut off their view of the street and reduced the value of their home by half, at least. Rabbi Grossbaum produced a large drawing in color which showed the building and grounds of the school , surrounded by cedar fencing. However, at one corner, whose angles bordered the alley on one side and a garage on the other, the cedar fence had been raised to 10 ft . This was done because it was a play area for the children an d the school hoped to avoid annoying the neighbors caused by children chasing stray baseballs and such. Although aware that a fence height of 10 ft. was not in code compliance , Mr. Grossbaum said it simplified matters to put the fence in when the remaining fence was being installed. If the appeal should be denied, it would not be difficult to cut the 10 ft. section back to the 6'� ft. limit. He said he had attempted to reach an amicable understanding with Mrs . Strub , owner of the adjacent property, before the fence was put in, but h.e was unable to convince her tha-� the 10 ft. section would be to their mutual advantage and protection. BOARD ACTION: Mr. Sawyer moved to grant a variance on fence height limi- tation o % ft. , to permit a height of 10 ft. in the backstop area, as shown on the drawing, as long as there would be no further extension beyond that area as it now exists .
