A resolution to amend Rule 14, Section
(a) (1) , of the Council Rules of Procedure,
as incorporated in Chapter A-1 of the Saint
Paul Administrative Code.
WHEREAS, the Council is desirous of having an increased
period of time to review ordinances and resolutions before
the meeting at which it is intended that they be considered,
now, therefore, be it
RESOLVED, That Section (a) (1) of Rule 14 of the Rules
of Council Procedure is hereby amended to read as follows:
Rule 14. Stages o� consideration.
(a) Initiation of resolutions and ordinances.
(1) An ordinance or resolution is initiated
when the original and four copies are
submitted to the secretary of the council
in proper form be�ore 12:00 o 'clock noon
of the day before four business days
preceding the meeting at which it is
intended to be considered.

Attached is a resolution of the City Council, C.F. 278978, adopted
July 15th, 1982, amending Council Rule 14 relating to the initiation
of resolutions and ordinances. The new rule provides that an item
to be placed on a Tuesday Agenda must be submitted to the City
Clerk by 12:00 noon on the preceeding Tuesday and to be on the
Thursday Agenda, a resolutiion or ordinance must be submitted to the
City Clerk the preceeding Thursd�y by 12:00 noon.
In accordance with this resolutio n which will take effect on
July 2�+th, the deadline for placing items on the Tuesday, August 3rd
Agenda will be 12:00 noon on Tuesday, July 27th and the deadline
for placing items on the Thursday, August 5th Agenda will be
12:00 noon on Thursday, July 29th. .
Please circulate this memorandum to persons within your depaxtment
who are involved with this procedure.
