WHEREAS, the Council of the City of Saint Paul, Minnesota, has adopted Guidelines for
the City-Wide Rehabilitation Program, as administered by the Housing and Redevelopment
Authority of the City of Saint Paul, Minnesota ("HRA"); and
WHEREAS, the City of Saint Paul, Minnesota, is in need of improved and increased housing
stock for its growing and changing population; and
WHEREAS, HRA staff has determined that many Saint Paul homeowners do not qualify
for rehabilitation assistance under current Guidelines; and
WHEREAS, the HRA Board approved the enclosed revisions at its regular meeting on
Thursday, July 1, 1982; and
WHEREAS, amended guidelines would permit a greater number of Saint Paul homeowners
to participate in the Program, thus increasing the quality and variety of housing available to
the citizens of Saint Paul;
NOW THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, Minnesota,
that the amended guidelines for the City-Wide Rehabilitation Program, a copy of which is attached
hereto, changes as underlined, are hereby approved and adopted.
This Resolution shall take effect immediately.

. RESOLUTION AMENDING GUIDELINES FOR CITY-WIDE

REHABILITATION PROGRAM
WHEREAS,
(a) The Housing and Redevelopment Authority of the .
' City of St. Paul, Minnesota, Housing Rehab-
� ilitation Division, administers the City-
Wide Rehabilitation Program according to
Guidelines adopted in 1974, as amended in
1978; and
(b) The City of St. Paul is in need of improved
and increased housing stock for its growing ,
and changina population; and
(c) Program staff has determined that many St.
Paul homeowners do not qualify for rehabili-
tation assistance under current guidelines;
and .
-- (d) Amended guidelines would permit a greater
number of St. Paul homeowners to participate
in the Program which would increase the quality

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT

1. The Housing and Redevelopment Authority hereby approves
and recommends City Council adoption of the amended guidelines
for the City-Wide Rehabilitation Program, a copy of which is
attached hereto, changes as underlined.
2. The Executive Director is authorized to submit this
Resolution and the proposed guideline amendments for the
consideration of the City Council.

Properties .
1 . There will be no minimum age requirements for the property as long as the
structure is in need of energy cortservation improvements. The Energy
Deferred Loan will not be used to complete new construction.
2. The property must be free from any immediate health and safety haiards
which will be determined by an inspection by the Rehab staff, or will be
free of immediate health and safety hazards upon completion of rehabilita-
� tion and/or energy improvements.
3. Eligible property must be a permanent residential structure containing not
more than six dwelling units, one of which is owner-occupied.
� Persons and Families
1 . Eligible applicants are persons or families whose annual adjusted gross income
does not exceed' $12,000.
2. The definition of "adjusted gross income" will be that used under the CWR Loan
guidelines. - .

in the Loan Origination and Servicing Agreement of the HRA Energy. Improvement
