WHEREAS, the City of Saint Paul operates a recreation center (Dayton's Bluff Community Rec
Center) on property legally described as follows:
Lyman Dayton Addiflon to The City of St. Paul Vacated Streets accruing & following. Except Part in
Southwesterly 9 ft of Northwesterly 80.02 ft of Lot 10; Lots 1 Thru 10 & 17 thru 26 Block 1 Wiibur &
Dodges sub. Also, All of Kennedys Subdivision & in said Lyman Aaytons AddiUon, block 82
WHEREAS, in order to comply with the Minnesota Department of Children, Families and L.earning,
Youth Enrichment Grant, the City of Saint Paul needs to impose certain restrictions on the property,

u NOWTHERE FOR BE IT RESOLVED, That the City Council of Saint Paul hereby authorizes the
iz proper City Officials to file this resolufion with Ramsey County Property and Revenue Department
i3 imposing the following restrictions on said property;

ts The fee fltle to, lease of, or easement on Real property is bond fmanced propertywithin the meaning of Minn.
ie Stat. 16A.695, as amended from time to time, is subject to the encumbrance created and requirements imposed
i� thereby, and cannot be sold or otherwise disposed of by pubiic ofFicer or agency wluch has jurisdic5on over it
is or owns it without approval of ffie Miuuesota Commissioner of Finance, which approval must be evidenced by
iv a written statement signed by the Commissioner of Finance and attached to the deed or instnuuent used to sell
zo or otherwise dispose of the fee title to,lease of, or easement on Real Property.

z2 The fee title to, lease of, or easement on the Real Property shali remain subject to this zestriction until; (i) the
