THE COUNCIL OF THE CITY OF S INT PAUL DOES ORDAIN:
ection 1.
Pursuant to the authori�y contained in Chapter 73 of the
Legislative Code, upon the r quest of the Heritage Preservation
Comznission of the City of Saint Paul and after having duly con-
sidered the matter at a public hearing held in accordance with
the said ordinances, the Cou cil of the City of Saint Paul does
hereby designate the followi� described property to be a Heritage
Preservation Site.
Quinlan Home, 233-235 West Fifth Street, Saint Paul,
Minnesota, on property legally described as Lot 8,
Block 55, Rice and I'rvine 's Addition to the City
of Saint Paul.

The Preservation Program for this heritage site is stated as
follows:

The exterior appearance of the Quinlan Home should be
preserved in a manner co sistent with the original design

The Quinlan Home is loca ed within a downtown development
area known as Lower Cath dral Hill. All reasonable options
should be explored to in egrate the structure at its exist-
ing location into the ph sical design of any adjacent
development. If there a e no feasible or prudent alter-
natives for preservation at its existing site, then the
feasibility and prudence� of moving the structure within
the project area should be considered. If this is not
feasible or prudent, then the feasibility and prudence
of moving the Quinlan Home to another downtown location
should be considered. If it is not feasible and prudent
to move the Quinlan Home to another downtown location
then the feasibility and prudence of moving the Quinlan
Home to a location outside downtown should be considered.

This ordinance shall tak effect and be in force thirty (30)
days from and after its passa e, approval and publication.

The Heritage Preservation Comnission respectfully recommends that the
Quinlan Nursing Home, 233-235 Weslt Fifth St reet, be designated as a
Heritage Preservation Site. This! 22 story, brick, double house is an
excellent examp1e of the Queen An�e architectu ral style and is the last
intact nineteenth century home in downtown Saint Paul . •
The commission held a public hear�ng on this proposed nomination on
December 10, 1981. No opposition� was heard. The owners support
designation. i
The Quinlan Home was nominated as part of the planning process for Lower
Cathedral Hill , a downto�vn develo ment area. Because of the site's
location in a development area, t e preservation program allows for a
step-by-step procedure for moving the building if it were necessary. The
Planning Commission supports hist ric designation as does the Department
of Planning and Economic Developm nt.
I have attached the Quinlan Home` resolution of recommendation and
preservation program. I would be pleased to supply further information.

�The Quinlan Hame, located at 233-235 We�st 5th Street in downtown St. Paul .is an imposing
2� sto-ry double house with an elegant�Vnctorian design and elaborate �detailing. It is
one of the finest buildings ever design d by the prominent St. Paul architect Edward Payson
Bassford (1838-1912). The Quinlan Nome features a Queen Anne stple form with Richardsonian
Romanewque .detailing in a rich cohesive design. The building measures 64 feet long, 5U
feet wide, and. 46 feet tall with a U-sh ped' plan. Today, the Quinlan Home remains greatly
intact and is one of the few residentia structures built in the 19th Century that
sti11 .stands in the downtown area. i . .

The man who ovmed ±he property that wou d later become the site of the Quinlan Home .was
Minnesota's first territorial treasurer� 6eorge Washington Armstrong. Armstrong left
his editing career in Ohio to come to S�. Paul in 1853. Only .a few years after his
election to the office of State Treasurer, he commenced dealing in real estate and�loans
until his death in 1877'. He left some �wenty real estate properties .to his childr�n,
� including .his 1873 purchase of the Quinlan Home site. Other property 9nclude� lots 6,7,8
on Summit avenue where the' family lived ��for nine years before selling to� James J. Nill .
John ��lilton, Armstrong's brother, was a�pointed as a trustee to tbe properties and he
commissioned�Bassford to design the Quir�lan Nome in 1886 as a speculative investment. The
Armstrong children ,owned the property fr4om 1890 until 1943. Many of them became prominent
St: Paul citizens, con�ributing to t�he dity's legal , med.icaT , and business professions.

The Armstrong family sol.d. their double �,ouse in 1943 when it was probably maintained as a
rental unit. In 1948 the .Quinlan Home v�as sold again to the present owners, who removed
the dividing walls and established the K�ey Hospital for alcoholics. Seventeen years, later
a second conversion refashioned the Hosp',ital into the Quinlan Nursing Home as it remains
• today. The Home was named after Bertha Quinlan who had interest of ,�-, in the property fr�r:,

- The Quinlan Nome is an attractive building that features an extravagant array of materia7s
� and surfaces.. The asymmetrical main fac�de is divided by ,faur alternately recessing and
projecting bays topped with gebied roofs at different heights. 7wo s4uare sandstone bay
windows project from the middle of the f�irst floor and are flanked by identical entrance
" porches. The left side porch has been s�reened in but has a decorative pediment with
incised carvings. � � �

Each of the side facade walls; made�of r d pressed brick, has a slightly projecting rear
gable end with simple designs,. �In the r ar of. the Quinlan Home, each half of the double
house is topped by a small pedimented do�mer.� On the inside walls are unusual windows

According to Insurance maps since� 1891 , �he Quinlan Home, one of three of the area's
double houses, was the largest residentia�l structure .in the neighborhood dominated by homes
� ar�d apartments. The Quinlan Home was un ounded by surrounding �structures, and with its
; imposing exterior design that stretched cross its enti.r.e. lot, the Quinlan Nome was�
undoubtedly. a prominent building in, the � rea. By 1903,' commercial developments in

Begfnning in ca. 1905, the Masonic Temple� and the �American Linen Company were born on the
lots flanking the Quin7an Home, accompaniled by retail shops, saloons and garages. Today th:
Quinlan Home still stands as the only restidential structure spared during this commercial
expansion. • , •
' The Quinlan Home has the distinction of b ing one of the few remaining buildings designed
by Edward P�yson Bassford. Bassford arri�ed in St. Paul from his home in Cala�s, Maine
in 1866 to become one of the city's leadi g� pioneer architects until the 1890's. �He
designed such impressive buildings as the City Hall and Gourt House (built in 1884-1886
• and razed in. 1938), the Germania Life Bui ding (built in 1888 and razed in 1968), and the
. hicColl Build�ng (built in 1892, extant) . � In his .advancing y.ears, Bassford became an � �
adviser to younger architects such as Cla�;ence Johnston, Cass Gilbert, Edward Donahue,
and James Knox Taylor who each worked for !Bassford in the late 19th Century. Bassford also
apprenticed for the prominent� Eastern architects Peabody and Stearns. . .

Bassford des� ned several sin le famil hames in St. Paul that still stand taday in the
Crocus Hill area. These homes, construct�d of wood and brick, are large. and attractive
���orial Revival style,houses whose featur,es include open porches, round columns , Palladiar:
windows, keystanes and exposed rafters. B�ased on stylistic evidence, most of these houses
da�e from 1900-1910 ��rhile the Quinlan Home� dates from 1886. Relative to these other
Bassford homes, the Quinlan Home is outsta'�ding for its elaborate design. The�features
of tFe Quinlan Home, however, are more cha�racteristic of Bassford' s Richards�nian

On March 17 I heard abo t the pro�ect from one oP my
neighbors . I called the Mayor�s Informa�tion Offiee to
ask if xe should have b en informed. I was told I had
been notified. If I xan ed to appeal I could pay �7�.
I �as ginen the impress on I should have complained at
the meeting and going t the cit� eouncil would be � �
xaste of �75•by people in the planning depa.rtment.
I thought I'd ma ybe mi placed my letter. Proof that
I xa� �old I�d b�en not fied is attached to this letter.
I xas not an oPficer of the Upper Ianding 4xner's A�socia-
tion at the time. I did not tell my neighbors.
My neiqhbors had no leg 1 recourse as James J, Bell�zs,
Director of Planning� cl�ims I did,.
Over time I talked to m' neighbors. No one remembered
getting a letter. At an Upper Landing meeting in June
I discovered there was �ide sprea�d belief no one was
i nf ormed.
I ca�lled Larry 3oderhom in zoning. He told me we had
not been properly infor ed.
We did not learn until une we had not beee properly
notif ied. �
We have serious problem� with the variances granted„
The 15 foot 3W side set ck has besn changed to nine
feet. This puts asphalt�f or three cars directly in
front of 297 Ayan.
The 25 foot rear setba.c has been changed to 1,� feet.
This brings noise too c ose to our hou�es, The 29
foot height of the carr age houses blocks sun light
in the afterr�oon to thr e of the Upper I.anding units.
It also blocks movement of air. The drain in the street
xill be bloaked from s light in the afternoon �+hich will
cauae melting snox to f eeze.

At the request of Mrs. Lois Geiwitz, �97 Ryan Avenue, the City Council today
discussed the development proposed bylJohn McQuillan at 302 So. Exchange
• Street in the Irvine Park Historic DYlstrict. Mrs. Geiwitz objects to the
closeness of the proposed carriage house to her home, to the increase in
traffic on Driscoll Place (the alley) , and to the surface parking spaces
proposed across the alley from her f nt door. She would have presented
these objections to the Board of Zoni�ng Appeals last Febrvary and March when
they considered variances for the dev lopment ; howeve r, due to an error made
by City staff, neither she nor the fi�teen other property owners in the Upper
Landing development were mailed notic�e of the public hearing at the Board of
Zoning Appeals. I
Mrs. Geiwitz's attorney, Dennis Felix, asked the City Council to accept a late
appeal from the Board of Zoning Appeals' granting of variances, based on the
lack of notice. The City Council was advised by staff that the proposed
development would still have two public hearings even without the Council
accepting a late zoning appeal - one at the He ritage Preservation Commission
on building permits an d the othe r at City Council acting as the HRA Board on
the sale of the land. The Council , therefore, requests that the HPC consider
the site plan (arrangement of buildin s), the parking, and traffiC safety on
Driscoll Place in addition to the design guidelines you normally consider.
Please consider the developer`s propOSed site plan and any alternatives pre-
sented to the HPC.
If the developer or any neighbor is d�issatisfied with the decision of the HPC,
they can appeal the HPC decision to tlhe City Council . This will have
essentially the same effect as the C ncil 's accepting the late zoning appeal .
In addition, the Council would have t�he benefit of prior review by the HPC.
The City Council will , in any event, need to decide an acceptable plan for
development -at the time of the land sale. If decisions made by the HPC and
City Council require different zonjng variances f rom those already g ranted,
the Board of Zonino Appeals wi11 be a�sked to reconsider the case.
The Planning Division staff thinks tF�at the procedu re outlined above will
. substantially red ress the error in zdning notification, will provide for
careful review of the all aspects of the development proposal , and will
cause no unreasonable delays in the �evelopment schedule.
