Dear Members of City Council:
John Galles has served as a Commissioner on the Board of the Public Housing
Agency of the City of Saint Paul since August 15, 1979.
I have found him to be very sympathetic to the concerns and needs of the 13,000
lower income people who reside in the PHA's subsidized housing. He relates very
well to people from various social and economic backgrounds. He is a good lis-
tener and has been quick to learn the details of our rather complex and regulated
housing programs. Mr. Galles has an excellent understanding of our annual budgets
which total about 15 to 20 million dollars per year.
Although Mr. Galles is considered by many to be organized labor`s representative
on the Board, he has not taken a narrow "what's best for labor" view in voting on
Board issues but has taken into consideration what is best for the people of
St. Paul, the PHA and its low income residents, as well as labor's concerns,
before deciding how to vote. His broad perspective and analytical approach have
made him an influential Board member. He is articulate and decides his position
on an issue only after he has heard both sides and has the facts in hand.
Mr. Galles is a man of high principles whom I have found to be honest and ethi-
cal in his relationships with others.
He seldom misses a Board meeting and comes to the meetings well prepared, having
carefully studied the background materials which are mailed to all Board members
before the Board meets.
Mr. ' Galles is a thoughtful and dedicated individual who will make a significant
contribution to whatever endeavor he decides to undertake.

The Rules and Policy Committee, at its January 13 meeting, recommended that
the Council follow Rule 13, Proceedings and Motions, of the Administrative
Code. It was also determined that after three consecutive tie votes, which
produced identical voting results, the Mayor would choose the person to fill
the Council vacancy.

3. Candidates answer question of Council member. Answers must be

shall ask a second question until all have had an opportunity
to ask one.)
4. Candidates for Tuesday are nominated. No limit to the number
of people that may be nominated by any one member.
5. Finalist be given questions to be answered in writing by 4:00 p.m.
Monday. Questions should be city oriented.

l. Candidates make a brief stateMent - 3 minutes.
2. Candidates are questioned by Council. Questions should be directed
at clarifying written answers. Although we should set no time
limit, we should keep questions to a minimum.
3. Balloting.

Kathryn Ackland was unan�tmously endorsed for the vacant
Third Ward seat by a special endorsing convention of the
Ramsey County Women' s Political Caucus on Monday evening.
Though long known to Caucus members for her management
abilities in criminal justice planning and leadership in
the formation of the Minnesota Women's Consortium, the
Screening Committee thoroughly reviewed her credentials
alongside those of other applicants . After completing
the screening process � the Caucus stated that Ackland is
the best qualified. Ackland has also been endorsed by the
Equal Opportunity Coalition of St. Paul, and recommended
by the Third Ward DFL.
For the first time in twenty years no woman sits on the St.
Paul City Council , which makes St. Paul the only city of
the first class in Minnesota taithout elected womeno
Ackland is a member of the National Association of Women
Business Owners , was a Bush Fellow in 1982� and has served
on the Executive Committee of the National Association of
Criminal Justice Planners. Her record of service to the
community is well-known.
