,Subject: Desnoyer Avenue Storm Relief Sewer System Assessment
Town & Country Club
The Town & Country Club property is presently used as a golf course and
has been used as a golf course for approximately 95 years. However, the
Courts have determined that benefits should be based on the highest and
best use of the property, i.e. the most profitable use to which the
property can be put. In addition, new storm sewers are designed to handle
,run-off based on the highest and best use development of vacant property.
The highest and best use of the Town & Country property would be to be
developed as single family residential lots. These lots would be served
by the Pelham Boulevard combined sewer. The prime benefit to the Town &
,Country Club is the relief of the combined sewer in Pelham Blvd. This
sewer serves the Northerly 2/3rds of the proposed assessment area of
Town & Country. The new storm sewer in Desnoyer Avenue, by removing
storm water down stream of the Pelham sewer, provides additional capacity
�ito the combined system. In addition, the new storm sewer in Desnoyer has
'capacity to handle the additional storm water drainage from the future
storm sewer proposed in Pelham, Raymond and Beverly Road which will
directly relieve the combined system.
We are treating the Town & Country Club property the same as other green
space-type properties within the City; such as private golf courses,
railroad operating right-of-way, city parks and playgrounds. The
'�asis of the assessment for these types of properties is the highest
and best use of the property, that is the potential for development.
However, since the storm water percolation limits run-off from green
space areas we assess these areas at the residential rate (except
railroad right-of-way which is assessed at the industrial rate) no
matter what the highest and best use may call for.
The criteria we use to establish the assessment boundary is to use natural
drainage boundar.ies, i.e. railroads, arterial streets, freeways, and/or
other storm relief sewer systems assessment boundaries. In this case,
the proposed assessment area of Town & Country is bounded on the north
and east by other storm relief sewer systems, and the south boundary is
an extension of the south boundary of the system directly east of the
proposed system. To exclude the portion of Town & Country could leave
a gap that may not be included in a future drainage area.

Assessments for storm relief sewer systems are one-ti,ime assessments. When
the proposed storm sewers in Pelham Blvd. , Beverly Rbad, Marshall Avenue,
etc. are built this portion of Town & Country will not be assessed.
I recommend that the City Council approve the assessment of $19,773.31 against
the Town & Country Club.
