��he Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
theiedf having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to'said proposed improve-
ment i and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be m�de, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
�FURTHER RESOLVED, That upon the completion of said improvement, the proper City;officers shall calculate
all e�qpenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

In the matter of improving both sides of SELBY AVE�IUE
between Arundel Street and Virginia Street, East side
of ARUNDEL STREET between Selby Avenue and 190 feet
south to alley and both sides of WESTERN AVENUE frpm
Dayton Avenue south to approximately 130 feet south of
Selby Avenue. Improvements include widening of pedestrian
walk areas & incorporation of a four-foot planted boule-
vard area along Selby Avenue. Said boulevard will incorpor-
ate deciduous overstory plantings with turf at grade, new
curb, gutter and storm sewer connections and addit3.ona1
street/pedestrian area lighting. Selby Avenue between
Virginia Street on the east and Arundel Street on the west
will typically be constructed as described above. iWestern
Avenue will generally have new sidewalks, curb plahters, and
street/pedestrian lighting in an alignment consistant with
the existing dimensions, with the exceptfan o� th� saest side
of Wes�ern Avenue south of Selby Avenue, which will be ex-
panded approximately six feet to allow for the private develop-
ment of area light wells to the lower level of the' A ngus Hotel
(Blair House/Albion Market). All areas will receive new walks,
entry drives, planting, lighting, curb and gutter,, etc. , with
provisions at certain points for improved bus stop' areas and
passenger drop-off areas, all to be known as the SELBY AVENUE
PUBLIC �MPROVEMENT PROJECT. �
