FURTHER RESOLVED, that 15 days of said suspension shall be stayed for a period of
eighteen months on the following conditions: 1) that the properiy is brought into compliance
with the conditions on the licenses within one week from the passage of this Resolution; 2) that
there be no further violations of the conditions on the licenses or other code or zoning violations
during the eighteen months; and 3) that the licensee pay a fine of $500.00, said fine to be paid to
the Office of License, Inspections and Environmental Protection within thirty (30) days of the
adoption of this resolution by the Council and signature by the Mayor. For the remaining l 5
days suspension, no business operations shall be permitted beginning at 12:Oi a.tr. Wednesday,
June 28, 2000, through 11:59 p.m., Wednesday July 12, 2000.
17 This Resolution and the acrion of the Council in this matter are based upon the facts
18 contained in the February 28, 20001etter to the licensee from LIEP, the Apri120, 2000 Notice of
19 Violation letter to the licensee, and such arguments as may have been presented to the Council at
20 the public hearing. The licensee did not contest the facts of the violation.

for 5:30 p.m., Wednesday, June 7, 2000 in ihe City Council Chambers, Third Fioor, Saint Paul
City Hall and Ramsey County Courthouse.

Dear Sir/Madam:
The Office of License, Inspections and Environmentai Protection has recommended
adverse action against the licenses held by C& C Auto, Inc. d/b/a C& C Auto, Inc. for the
premises located at 923 University Avenue West. The basis for the recommendation is as
follows:
Your licenses were issued with four conditions. The first condition states
that no more than 28 vehicles may be displayed in the areas shown on the site
plan and that the remaining area must be maintained open to allow for -
vehicles being maneuvered. A second condition states that no inoperable
vehicles may be parked or stored on the lot. A third condition states that the
dumpster shall be stored at the north end of the building and that no vehicle
parts, tires, oil or similar items shall be stored outdoors. The fourth
condition prohibits repair of vehicles occurring on the exterior of the lot or in
the street. On February 28, 2000 you were advised by letter that a license
inspector observed violafions of the number of vehicles which could be
displayed, inoperable vehicles being sfored on fhe lot, vehicle parts being
stored outside and auto repair work being done outside on the street. You
were given until March 31, 2000 to bring the lot into compliance with the
conditions on the license.

On April 10, 2000 fhe license inspector observed 41 cars displayed on the lot,
saw parts being stored outside, and observed inoperable vehicles being stored
on the lot. These are all violations of the conditions on your license.

Saint Paul Legislative Code §310.06(b)(5) permits adverse action against a license when
the licensee has failed to comply with conditions set forth on the license.
If you do not dispute the above facts please send me a letter with a statement to that
effect. The matter wili then be scheduled for a heazing before the St. Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (AL.�. If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be sent a"Notice of
Hearing," so you wiil know when and where to appear, and what the basis for the hearing will be.
In either case, please let me know in writing no later than Monday, May 1, 2000,
how you would like to proceed. If I have not heard from you by that date, I�vili assume
that you are not contesting the facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

This letter is in response to a recent inspection of your business located at 923 Llniversity
Ave. W. The conditions attached to your license stipulate that there be no more than 28
vehicles displayed. At the time of this inspection there were 3� vehicles displayed. The
conditions also stipulate that no vehicle may be parked or stored on the lot which appears
inoperable or unable to move under its own power. The back lot has vehicle that have been
stored there Tor severat years and vehicles that have parts missing and appear inoperable.
Finally there should be no repair of vehicles or storage of parts outside. At the time of my
inspection one of your mechanics was working on a vehicle on the street and there were
engines and other parts outside on the lot.
I have attached a copy of the condition of your license. I also left a copy with one of your
employees along with the delinquent notice for the licenses. The delinquency should be
taken care of immediately. You have until March 31,2000 to bring your establishment into
compliance with the conditions and to clean the area of any parts or debris. Pailure to do so
may result in adverse action being taken against your license.

with the conditions on the licenses within one week from the passage of this Resolution; 2) that
there be no further violations of the conditions on the licenses or other code or zoning violations
during the eighteen months; and 3) that the licensee pay a fine of $500.00, said fine to be paid to
the Office of License, Inspections and Environmental Protection within thirty (30) days of the
adoption of this resolution by the Council and signature by the Mayor. For the remaining l 5

Dear Sir/Madam:
The Office of License, Inspections and Environmentai Protection has recommended
adverse action against the licenses held by C& C Auto, Inc. d/b/a C& C Auto, Inc. for the
premises located at 923 University Avenue West. The basis for the recommendation is as
follows:
Your licenses were issued with four conditions. The first condition states
that no more than 28 vehicles may be displayed in the areas shown on the site
plan and that the remaining area must be maintained open to allow for -
vehicles being maneuvered. A second condition states that no inoperable
vehicles may be parked or stored on the lot. A third condition states that the
dumpster shall be stored at the north end of the building and that no vehicle
parts, tires, oil or similar items shall be stored outdoors. The fourth
condition prohibits repair of vehicles occurring on the exterior of the lot or in
the street. On February 28, 2000 you were advised by letter that a license
inspector observed violafions of the number of vehicles which could be
displayed, inoperable vehicles being sfored on fhe lot, vehicle parts being
stored outside and auto repair work being done outside on the street. You
were given until March 31, 2000 to bring the lot into compliance with the
conditions on the license.

On April 10, 2000 fhe license inspector observed 41 cars displayed on the lot,
saw parts being stored outside, and observed inoperable vehicles being stored
on the lot. These are all violations of the conditions on your license.

Saint Paul Legislative Code §310.06(b)(5) permits adverse action against a license when
the licensee has failed to comply with conditions set forth on the license.
If you do not dispute the above facts please send me a letter with a statement to that
effect. The matter wili then be scheduled for a heazing before the St. Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (AL.�. If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be sent a"Notice of
Hearing," so you wiil know when and where to appear, and what the basis for the hearing will be.
In either case, please let me know in writing no later than Monday, May 1, 2000,
how you would like to proceed. If I have not heard from you by that date, I�vili assume
that you are not contesting the facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

This letter is in response to a recent inspection of your business located at 923 Llniversity
Ave. W. The conditions attached to your license stipulate that there be no more than 28
vehicles displayed. At the time of this inspection there were 3� vehicles displayed. The
conditions also stipulate that no vehicle may be parked or stored on the lot which appears
inoperable or unable to move under its own power. The back lot has vehicle that have been
stored there Tor severat years and vehicles that have parts missing and appear inoperable.
Finally there should be no repair of vehicles or storage of parts outside. At the time of my
inspection one of your mechanics was working on a vehicle on the street and there were
engines and other parts outside on the lot.
I have attached a copy of the condition of your license. I also left a copy with one of your
employees along with the delinquent notice for the licenses. The delinquency should be
taken care of immediately. You have until March 31,2000 to bring your establishment into
compliance with the conditions and to clean the area of any parts or debris. Pailure to do so
may result in adverse action being taken against your license.

eighteen months on the following conditions: 1) that the properiy is brought into compliance
with the conditions on the licenses within one week from the passage of this Resolution; 2) that
there be no further violations of the conditions on the licenses or other code or zoning violations
during the eighteen months; and 3) that the licensee pay a fine of $500.00, said fine to be paid to
the Office of License, Inspections and Environmental Protection within thirty (30) days of the
adoption of this resolution by the Council and signature by the Mayor. For the remaining l 5
days suspension, no business operations shall be permitted beginning at 12:Oi a.tr. Wednesday,

Dear Sir/Madam:
The Office of License, Inspections and Environmentai Protection has recommended
adverse action against the licenses held by C& C Auto, Inc. d/b/a C& C Auto, Inc. for the
premises located at 923 University Avenue West. The basis for the recommendation is as
follows:
Your licenses were issued with four conditions. The first condition states
that no more than 28 vehicles may be displayed in the areas shown on the site
plan and that the remaining area must be maintained open to allow for -
vehicles being maneuvered. A second condition states that no inoperable
vehicles may be parked or stored on the lot. A third condition states that the
dumpster shall be stored at the north end of the building and that no vehicle
parts, tires, oil or similar items shall be stored outdoors. The fourth
condition prohibits repair of vehicles occurring on the exterior of the lot or in
the street. On February 28, 2000 you were advised by letter that a license
inspector observed violafions of the number of vehicles which could be
displayed, inoperable vehicles being sfored on fhe lot, vehicle parts being
stored outside and auto repair work being done outside on the street. You
were given until March 31, 2000 to bring the lot into compliance with the
conditions on the license.

On April 10, 2000 fhe license inspector observed 41 cars displayed on the lot,
saw parts being stored outside, and observed inoperable vehicles being stored
on the lot. These are all violations of the conditions on your license.

Saint Paul Legislative Code §310.06(b)(5) permits adverse action against a license when
the licensee has failed to comply with conditions set forth on the license.
If you do not dispute the above facts please send me a letter with a statement to that
effect. The matter wili then be scheduled for a heazing before the St. Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (AL.�. If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be sent a"Notice of
Hearing," so you wiil know when and where to appear, and what the basis for the hearing will be.
In either case, please let me know in writing no later than Monday, May 1, 2000,
how you would like to proceed. If I have not heard from you by that date, I�vili assume
that you are not contesting the facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

This letter is in response to a recent inspection of your business located at 923 Llniversity
Ave. W. The conditions attached to your license stipulate that there be no more than 28
vehicles displayed. At the time of this inspection there were 3� vehicles displayed. The
conditions also stipulate that no vehicle may be parked or stored on the lot which appears
inoperable or unable to move under its own power. The back lot has vehicle that have been
stored there Tor severat years and vehicles that have parts missing and appear inoperable.
Finally there should be no repair of vehicles or storage of parts outside. At the time of my
inspection one of your mechanics was working on a vehicle on the street and there were
engines and other parts outside on the lot.
I have attached a copy of the condition of your license. I also left a copy with one of your
employees along with the delinquent notice for the licenses. The delinquency should be
taken care of immediately. You have until March 31,2000 to bring your establishment into
compliance with the conditions and to clean the area of any parts or debris. Pailure to do so
may result in adverse action being taken against your license.
