WHEREAS, The City Council has been advised by District 16
Planning Council and Planning staff that errors exist in portions
of the zoning maps for Grand Avenue, that some of the current
zoning classifications may be inappropriate given existing land
uses, plans for future land use, proposed amendments to the City's
Comprehensive Plan, and the overall residential and commercial
needs of the cammunity; and
WHEREAS, The Planning Co�nmission and the District 16 Planning
Council are in the process of developing an amendment to the
Comprehensive Plan pertaining to the District Plan, and the pro-
posed plan calls for continued residential and comznercial mix
along portions of Grand Avenue; and
WHEREAS, The District 16 Plan component of the City's
Contprehensive Plan calls for the City to conduct a parking study
to resolve parking shortages and determine additional parking
space requirements along Grand Avenue; and
WHEREAS, The City Council desires that the Planning Commission
consolidate all such studies and submit recommendations to the City
Council as soon as practical concerning any necessary amendments
to the City 's Comprehensive Plan and its regulatory ordinances;
now, therefore, be it
RESOLVED, That the Planning Commission is hereby directed to
advise the City Council as to any needed amendments to thie City's
Comprehensive Plan, and regulatory ordinances including zbning
classifications and districts, subdivision regulations, parking
restrictions, street and highway controls, and to report its
recommendations to the Council as soon as practical; and, be it

Re: 40 Acre Study - Grand Avenue From
Dale To The Short Line
Dear Mrs. Hunt:
At the January 14 , 1982 meeting of the Summit Hill
Association Board/District 16 Planning Council, a resolution
was unanimously adopted to request a 40 Acre Study of Grand
Avenue from Dale to the Short Line. It is the intention of
the Summit Hill Association, District 16 Council that:
l. Grand Avenue only will be involved, and only
that portion of Grand Avenue west of Dale and east of the
Short Line, between the Grand/Lincoln alley on the south,
and the Grand/Summit alley on the north.
2. The 40 Acre Study will be prepared in consultation
with and with the advice of a citizen task force made up, in
part, of inembers of or persons selected by the Summit Hill
Association/District 16 Council.
3. The Grand Avenue Business Association be
• asked and encouraged to take a position relative to the 40
Acre Study, and, if it approves, al�o participate in the
study and planning process.
4. A 40 Acre Study request by the Planning
CommiSSion, or other appropriate entity, be implemented
immediately, and •
5,. It is of critical importance to the District
, 16 Council, and its resolution was passed upon the assumption

We are all inten�ely interested in and excited
about a 40 Acre Study. We are hopeful that with further
land use study, short and long term comprehensive planning,
application of the expertise of City staff, and the making
avail�k��,� �_f va�ious C�.ty progr. ams, possi b11: a.nclt�dinc� t�x
increment financing for public approvements, that Grand
Avenue will continue to be and will become an even more
interesting and significant commercial and retail center in
the Twin Cities, drawing from all over the metropolitan
area.
