WHEREAS, the Laws of Minnesota 1969, Chapter 1138, provided
for certain guarantees to be obtained for a period of ten years
regarding obligations for the retirement of St. Paul Civic Center
debt; and
WHEREAS, said guarantees will expire in approxima.tely two
years; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul will
make a study of the subject matter legislation for the potential
purpose of recommending amendment of same to provide for the
release of said guarantors and allowing the management of the
Civic Center to be undertaken by the Saint Paul City administration.

WHEREAS, Laws 1969 Chapter 1138 provides that the Civic
Center Authority be comprised of a nine person board, five of
whom being appointed from among those firms and persons who
have supplied guarantees to the City for the benefit of the
ci:vic center, and
WI�REAS, Those guarantees expire January 1, 1984, yet
the composition of the Authority would remain the same under
said law, now therefore be it
RESOLVED, That the Council of the City of St. Paul whereby
recommends to and requests of the Legislature that at the
expiration of the guarantees the law be changed to provide that
the Authority be a seven member board appointed from such
persons as the Mayor shall select subject to Council approval.
