The Zoning Committee held a public hearing on the matter on Auqust 6, 1981 ; there was no opposition. The Zoning Committee voted 4 to 0 to recommend approval of the rezoning. The Planning Commission considered the Zoning Committee's recommendation on August 14, 1981 , and voted 16 to 0 to recommend approval of the rezoning. In a letter dated December 29, 1980, Allan Torstenson advised Univar of the situation and recommended a rezoning to I-1 . �. FINDINGS: • 1 . The 1922 Ordinance designated the lots fronting on York and Westminster (from York to Whitall ) as Light Industrial , and the remainder of the parcel to the west as Heavy Industrial . � 2. The 1975 Ordinance followed practically the same pattern, except the lots fronting on York became I-2, and the lots fronting on Westminster (from York to Whitall ) I-1 . 3. The Univar Plat essentially lies to the west of the I-1 property fronting on IJestminster; by rezoning the new plat to I-1 , the buffer between the I-2 to the west and the RM-2 to the east is increased. � 4. Uses in the �-1 are substantially more restrictive than those in the I-2. The I-1 also permits B-3 uses which are less detrimental in impact than I-2 uses. 5. This downzoning reflects projected use by VantJaters & Rogers of the property for storage/warehouse/office use. 6. Comprehensive Plan Conformance: District 5 Plan: Recommends amending the Zoning Ordinance to better relate to proposed land uses . Land Use Plan: Encourage conditions which will allow the mixing of appropriate light industry with housing and commercial activities ; assist industries• to expanc or to relocate within St. Paul . 7.
