An Ordinance amending Chapter 60 of the
Saint Paul Legislative Code pertaining to
zoning for the City of Saint Paul and the
zoning maps thereof.
WHEREAS, Pursuant to Minnesota Statutes � 462.357 and � 64.210
of the Legislative Code, Univar Corporation duly petitioned to
rezone a portion of Univar Addition, Edmund Rice's Trout Brook
Addition and Edmund Rice 's 4th Addition� located near the southwest
corner of York and Westminster, from I-2 to I-1 to correct split
zoning created by new plat, the petition having been certified by
the Department of Finance and i•Zanagement Services on June 18, 1981
as having been consented to by at least 670 of the owners of the
area of the property to be rezoned, and further having been con-
sented to by at least two-thirds of the owners of the property
situated within 100 feet of the total contiguous descriptions of
real estate held by the same ov�ner or any party purchasing any
such contiguous property within one year preceding the date of the
petition; and
WIiEREAS, The current Zoning Committee on August 6, 1981
conducted a public hearing for the purpose of considering the
rezoning petition, and pursuant to Section 107 . 03 of the Admini-
strative Code, submitted its recommendation to the Planning Com-
mission that the petition be granted; and
WHEREAS, The Planning Commission considered the rezoning
petition at its meeting held on August 14, 1981 and recommended
that the City Council approve the petition; and
WHEREAS, Notice of a public hearing before the City Council
on the said rezoning petition was duly puh�ished in the official

Dear Sir:
This letter is written in response to the petition of Univar Corporation
to downzone property near the southwest corner of York and lJestminster,
along the east side of Terrace Court, from I-2 to I-1 to correct the
split zoning created by a new plat (Univar Addition) .
The Zoning Committee held a public hearing on the matter on Auqust 6,
1981 ; there was no opposition. The Zoning Committee voted 4 to 0 to
recommend approval of the rezoning.
The Planning Commission considered the Zoning Committee's recommendation
on August 14, 1981 , and voted 16 to 0 to recommend approval of the
rezoning.
This rezoning request is scheduled for a public hearing before the
City Council on January 21 , 1982.

UNIVAR CORPORATION (#8942) : Petition to rezone from I-2 to I-1 to correct

The applicant was not present. There was no opposition present at the hearing.
Mr. Torstenson showed slides of the site and reviewed staff findings with a
recorr�nendati on for approval .
� Hearing no further testimony, Mr. Bryan closed the public hearing portion of
the meeting.
Mr. Bryan corr�nented that this rezoning .has been requested by the City and
the Univar Corporation has agreed.
P1r. Levy made a motion to recorrrnend approval of the rezoning based on findings
1 through 7 of the staff report. Ms. Karns seconded the motion. The motion
passed on a roll call vote of 4 to 0.

� F. BACKGROUND: The applicant applied for a new plat (.Univar Addition) in December, 1980.
Zoning Section review revealed that the new plat created a situation "where individual
lots are• in two separate zoning districts." In a letter dated December 29, 1980,
Allan Torstenson advised Univar of the situation and recommended a rezoning to I-1 .
�. FINDINGS: •
1 . The 1922 Ordinance designated the lots fronting on York and Westminster (from York
to Whitall ) as Light Industrial , and the remainder of the parcel to the west as
Heavy Industrial . �
2. The 1975 Ordinance followed practically the same pattern, except the lots fronting
on York became I-2, and the lots fronting on Westminster (from York to Whitall )
I-1 .
3. The Univar Plat essentially lies to the west of the I-1 property fronting on
IJestminster; by rezoning the new plat to I-1 , the buffer between the I-2 to the
west and the RM-2 to the east is increased. �
4. Uses in the �-1 are substantially more restrictive than those in the I-2. The I-1
also permits B-3 uses which are less detrimental in impact than I-2 uses.
5. This downzoning reflects projected use by VantJaters & Rogers of the property for
storage/warehouse/office use.
6. Comprehensive Plan Conformance: District 5 Plan: Recommends amending the Zoning
Ordinance to better relate to proposed land uses .
Land Use Plan: Encourage conditions which will allow the mixing of appropriate
light industry with housing and commercial activities ; assist industries• to expanc
or to relocate within St. Paul .
7. The site has excellent vehicular access from 35E.
