Referred To ` Committee: Date
WI�REAS, the City of Saint Paul, as a recipient of Community Development Block Grant funding, is eligible
to apply to the Department of Housing and Urban Development for a Brownfield Economic Development
Initiative grant and an associated Section 1081oan; and
WHEREAS, the City's Comprehensive Plan, which was adopted by the City Council on Mazch 24, 1999,
identifies the Phalen Corridor as one of five key corridors for growth; and
WHEREAS, the City is a partner ln the Phalen Corridor Initiative, which has developed the Phalen Corridor
Developnsent Strategy, which will shortly be reviewed by the Planning Commission, and a stunmary of which
is expected to be adopted by the City Council and incorporated into the Comprehensive Plan; and
WHEREAS, the Phalen Corridor Development Strategy includes an integrated revitalizafion strategy for the
Phalen West Project Area that fulfills the purposes and selection criteria of the Brownfieid Economic
Development grant program; and
WHEREAS, the City has the institutional, managerial, and financial capability to ensure adequate project
administration and to comply with all applicable laws and regulations as stated in the contract agreements;
NOW THEREFORE BE IT RESOLVED, that the Director of the Deparhnent of Planning and Economic
Development is hereby authorized to apply to the U. S. Department of Housing and Urban Development for a
Brownfield Economic Development Initiative grant and an associated Section 108 loan for the Phalen West
Project Area on behalf of the Ciry of Saint Paul and to accept a grant and loan by executing the vazious
agreements as are necessary to implement the project on behalf of the applicant.
