RESOLUTION RECOA4MENDING ADOPTION OF
TROUT BROOK/HOYT-ABELL INTERIM REDEVELOPT�IENT PLAN
WHEREAS, the St. Paul Planning Commission has found and
determined that the Trout Brook/Hoyt-Abell Land Development
Study is in conformance with the St. Paul Comprehensive Flan;
and
6�hEREAS, the St. Paul Planning Commission recommended that
ti�e Council of the City of St. Paul, (1) adopt the Trout Brook/
Hoyt-Abell Land Development Study as the framework for future
land use decisions in the area, and (2) requested the Department
of Planning and Economic Development to prepare a specific and
detailed analysis of planned unit developments and public street
improvements together with a proposal for a Redevelopment Plan to
guide future city and Housing & Redevelopment Authority actions;
and
'�1HEREAS, the Department of Planning and Economic Development,
upon �esolution No. 278570 of the St. Paul City Council, dated
April 24 , 1982, prepared a feasibility study analysis of eight
alternative development plans, including planned unit develop-
ments. _
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of St. Paul does hereby adopt the Trout Brook/Hoyt-Abell
Interim Redevelopment Plan; and
BE IT FURTHER RESOLVED, that the Department of Planning and
Economic Development is directed to develop specific proposals for
development of the Trout Brook/Hoyt-Abell site, as it is identified
in the above referenced Interim Redevelopment Plan, and to coordinate
the input of neighborhood and District 6 Planning Council representatives.

At its meeting of November 3 , 1982 , the Public Works Committee took
the following action:
l. VACATION: Petition of the City of St. Paul for the vacation of
surplus property described as the South 20 feet of Lot 1 , Block 11 ,
Irvine' s 2nd Addition. Public hearing - 11/9/82 .
Committee recommended approval .
2. VACATION: (Laid over from 10/6/82) Petition of Dianne and Robert
Walsh, et al , for the vacation of East-West alley in Block 6 ,
Lexington Park Plat Eleven. Public hearing - 11/9/82.
Committee recommended approval of vacation, with compensation
set at $3, 000.
3. RESOLUTION recommending adoption of Trout Brook/Hoyt-Abell
Interim Redevelopment Plan.
Committee recommended approval .
