PROCEEDINGS : Mr. Juelfs explained that the second floor front unit was
basically a one-room efficiency with a small bathroom at one end. There
was no space for a handsink in the bathroom, but the kitchen sink was

Alice Bijjani reported that the inspector had 1�ritten on her report sheet

on conc�ition that occup ancy be limited to one person in the unit and that
all remaining items listed in the city's letter of 12/21/81 be completed.

SUBJECT : Request variance of Section 35 . 03, pertaining to stairway
enclosures , to permit continued use af east stairtower enclosures which
were installed and anproved by city in May 1981, because of expense
already incurred in original installation.
APPEARANCE: Scott Elfstrom
PROCEEDINGS : Mr. Elfstrom related that he had just taken over management
o t is property on September 15 , 1982 . From a review of the records , he
said the city had ordered stairwell enclosures . about two years ago.
After many conversations with the building department about how the work
should be done , enclosures were installed on every floor. Since then,
the city has found the enclosure on the first floor east stairtower to
be incorrectly placed an d has ordered correction, even though the city
had approved it at the time of construction.
Alice Bijjani explained that when the building permit was issued, it was
not obvious to the plan-checker that the woxk involved enclosing of
stairwells , only that doors were being installed in various locations .
By the time the city inspector, who also had not been given pertinent
information , learned that the doors were for stairwell enclosure , the
work had already been done. It was unfortunate , and Ms . Bijjani apol-
ogized on the city' s behalf, but it was necessary now to provide proner
�rotection for the tenants in case of fire . She pointed out on a diagram

` of the first floor plan where the enclosure doors should be olaced to
comply with the life safety code . However, noting how close enclosure
doors would be to two apartment entrance doors and two other unused doors
on the first floor level, she suggested a possible compromise arrangement
t3�at would simplify traffic patterns in that area which would also be
somewhat less costly.
bir. Elfstrom said he would be interested in any satisfactory solution
that would be less expensive than the tentative estimate of $1 ,500 per
side he had received from a contractor.
BOARD ACTION: Mr. Tilton moved that , in regard to the eastern end of
the first floor hallway where enclosure doors were improperly placed,
that a variance of Section 35 . 03 be granted to permit elimination of
the rec{uirement of a fire door on the east side of the existing stair-
case , on condition that the two doors in the cul de sac nearest the
stairway be closed off with one-hour fire rated construction, and that
- the twa doors used as entrance doors to the apartments at the far end
of the cul de "sac be equipped with automatic self-closing devices and
otherwise meet city approval. Mrs . Collins seconded. MOTION CARRIED.
