The chairman asked if there was any progress in regard to the stairwell
enclosure amendment since the appointment of an ad hoc committee to study
the matter. Alice Bij j ani replied that there was nothing to report as� yet.

,PROCEEDING5 : Mrs . Johnson explained that there was a paint problem with .
the exterior wood siding on the building. Rather than going to the expense
of rep ainting, only to have it peal shortly thereafter, she intended to
have the building stuccoed. She said she could n ot afford to do it this
fall , but rec{uested an extension of time .
Chris Park stated that she was a neighbor and an Identified Treatment Area
(ITA) organizer. As an ITA jvorker, she had tried for the past few years
to persuade the owner of this house to improve the exterior appearance for
the sake of the tenants and the neighborhood. She said it was an eyesore .
�Yayne Nelson, a neighbor, was critical of porch and roof repairs , saying
they were not up to community standards . Pat Meron, another neighbor,
said there had been no exterior improvements on the pronerty for at least
ten years .
Mrs . Johnson said she had spent a large sum fixing up the interior and
had a new roof put on two years ago. She had not yet decided whether to
take off the porch before stuccoirig, and the roofers had applied metal
flashing where the roof joined the porch as a temporary measure .
Alice Bijjani reported that complaints on the outward appearance of the
property go back seven years .
Mr. Tilton moved to deny any extension of time . There was no second.
There followed a discussion on the unpredictability of weather at this
time of year for doing outside work. Chairman Glassman felt an extension
- - of time to June l, 1983, would be reasonable and would assure a better
stucco job with good weather conditions .
Alice Bijjani suggested that a signed contract by January 1 , 1983 , might
be made a condition of any decision to grant an extension of time to
June for completing the stucco work.
BOARD ACTION: Chairman Glassman moved to grant an extension of time to
June l, 1 83, to complete the exterior refinishing of the property, on
condition that a contract for the work be signed and a decision on the
porch repairs be made by January 1 , 1983. Mr. Sawyer seconded. MOTION
CARRIED.

BOARD ACTION: Mr. Tilton moved to grant an extension of time until
ugust , 1�8� to comply with the requirement that handsinks be installed
in the bathrooms of Apts . 2 and 3, and to complete porch rep airs ordered
by the city. Mr. Gausman seconded. MOTION CARRIED.

PROCEEDINGS : Mr. Fedorowski S,tated that he had completed alI the electrical
work the city had ordered, but he could not see �ahy ,after 85 years af use ,
the interior rooms could not be used as bedrooms .

Alice Bijjani distributed a picture and diagrams of the apartments ,
explaining how a more suitable arrangement of the rooms in each apart-
ment could be made . She said the interior rooms that are presently being
used as bedrooms should be opened up to make a larger living room area,
and the front roo�now used as living rooms could be bedrooms . This would
make each apartment a one-bedroom unit , instead of a two-bedroom.
Mr. Fedorowski said this was the arrangement now used, except that the
small alcoves where there were no windows were being used as storage .
Ms . Bijjani said the inspection report indicated use as sleeping rooms .
She further explained that changing the entrance location would be
reQuired to make the arrangement she had suggested more suitable. In
any case , the alcoves could not be used as sleeping rooms under any
circumstances because of lack of windows , and there was no possibility
of putting windows in to provide light and ventilation.
Mr. Cotroneo indicated that as soon as a carpenter had time to look at
the situation , Mr. Fedorowski would contract to have the work done as
suggested, opening up the small interior rooms to the adjacent rooms.
BOARD ACTION : Mrs . Collins moved to deny the appeal for a variance on
lig�t an ventilation, but to grant a time extension of three months
for completion of the work designated in. city` s letter of 6/8/81, on
condition that all apartments be rented as one-bedroom units. bir. Gaus-
man seconded. MOTION CARRIED.
