WHEREAS, the City of St. Paul needs to explore new and alternative
sources for funding basic city services, and
WHEREAS, the City of St. Paul has used assessments as a method of
funding street maintenance and last year added snow plowing to the
program, and
WHEREAS, taxation should be as fair and equitable as possible, and
WHEREAS, the City of St. Paul will undertake a study of services
through the Rand study, reviewing what services cost and who
benefits, therefore be it
RESOLVED, that the St. Paul City Council requests that the Mayor
establish a Task Force to review and make recommendations on the
Ca.ty�s assessment policy, and be it further
RESOLVED, that such committee report its findings to the Mayor and
City Council by May 30, 1983.
