THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAINt Section 1. That Section 51 .01 (9) of the Saint Paul Administrative Code, pertaining to the lease of City property, be and is hereby amended to read as follows: (9) Lease of City Property. Except as provided in Section 86 .03, disposition of city property by negotiate ease may be authorized by resolution of the City Council pursuant to this chapter and Chapter 86 of the Administrative Code. Proposed leases shall be submitted for consideration by the City Council together with the recommendation of the city valuation engineer.---�ease9-�e�-a �e��-e�-�e�e-�l�a�-e�e-pea�-ska��-a�se�l�e-sttb- trt���ee�-w��l� and the report of the city budget director, an�may be approved by the Council only after public hearing, by resolution passed by five affirmative votes . Section 51. 01 (9) of the Administrative Code requires Council approval by resolution of all l�ases. jSection 86. 03 of the Administrative Code was amended in 1981 with ' the intent af exempting leases of one year or less from the re- ; quirement of a Council resolution. However, no change was made to Section 51. 01 (9) . Also, it is not clear what is meant by the phrase "In matters dealing with the City of Saint Paul . . . " , in Section 86. 03, and I suggest this phrase be eliminated. To correst these conflicts, I have prepared amendments to Sections 51. 01 (9) and 86. 03, and transmit to you for your consideratian and submission to the City Council.
