WHEREAS, a number of people in St. Paul face shut-offs of their utilities,
therefore be it
RESOLVED, that the St. Paul City Council opposes the decontrol of natural
gas� prices, and be it further
RESOLVED, that the City of St. Paul pursue a pilot program, the St. Paul
Winter Heating Program, to address consumer shut-offs in St. Paul. The
plan includes a 5% emergency assistance plan, plus 25% rate reductions for
senior citizens on fixed incomes, and be it further
RESOLVED, that the City Council supports the 5% solution recommended by
COACT.
