RESOLVED, that upon execution and delivery of a release
in full to the City of Saint Paul, the proper City off icers
are hereby authorized and directed to pay out of the Tort
Liability Fund 09070-511-000 to Ronald L. Hyland the sum of
$450.00 in full settlement of his claim for damages sustained
April 11, 1980, as more particularly set out in the Summons
and Complaint filed with the City Clerk on December 4, 1980.

RE: Claim against the City of Saint Paul
by Rol_and L. Hyland
This case involves a 1980 dispute between the plaintiff and
the City involving some older automobiles. He had a written
order from the Housing and Building Code Enforcement Department
stating the cars had to be removed from his property by the
end of April, 1980. Earlier that same month, the St. Paul Police
decided to tow two of these cars , one of which ha.d no license
plates and the other which had two different plates on it.
A disagreement over the meaning of this written order ensued and
the plaintiff was arrested.
The case was tried to a jury once in March which resulted in a
hung jury.
This off ice approves a settlement in the amount of $450, taking
into account the previous Jury result and also the appearance
of two arms of the City taking conflicting positions with regard
to this man's automobiles .
