The leave without pay program period is from date of City Council approval through December 31, 1983. To be eligible for the special benefits, the leave without pay must be taken during the program period. 2. During the program period, employees may take leave without pay even though they have an existing balance of vacation, deferred holiday, compensatory, or sick leave accumulation. During the program period, leave without pay may be approved by appointing authorities for up to three weeks without prior approval of the Personnel Director. Appointing authorities may grant leave without pay requests where they determine such leave is not incompatible with their staffing requirements. This leave should be scheduled at the convenience of the employee to the extent possible. 4. During the program period, the City will continue its regular contribution to Health and Life Insurance premiums if an employee on leave without pay has sufficient earnings durinq the month in that appropriate bi-week. 5. During the program period, service credit for purposes of benefit earning eligibility will be continued for up to three weeks of leave without pay. This does not include service credit required for completion of probation. 6. During the program period, employees on leave without pay will be allowed to continue premium payment in order to maintain long term disability coverage. 7. Accrual of seniority rights will continue while on a leave of absence without pay for most employees. This is true of the vast majority of employees covered by negotiated labor contracts and all employees whose �niority rights are covered by the Personnel Rules.
