An Administrative Resolution approving the terms

Employees of the City of Saint Paul holding certain
Classified titles,
WHEREAS, the City, through its designated representatives, has
met and conferred in order to establish the terms and conditions of employ-
ment for the calendar years of 1982 and 1983 for such personnel as are set
forth in the "Memorandum of Understanding"; now, therefore, be it
RESOLVED, that the "Memorandum of Understanding" cited above,
dated as of the effective date of this Resolution, on file in the office of the
City Clerk, is hereby approved, and the authorized administrative officials
of the City are hereby authorized and direct ed to execute said "Memorandum
of Understanding" on behalf of the City.

We recommend your approval and submission of this Resolution to the City Council.
PIIRPOSE AND RA�IONALE FOR THIS ACTION
This resolution approves a 1982-1983 Memorandum of Understanding applying to the
Civic Center Stage Employees.
The Understanding calls for a 9% increase in the rates paid to emergency and temporary
employees hired to work with the events booked at the Civic Center. These employees
receive no fringe benefits.
This Memorandum also provides 1982 and 1983 increases of 7. 5% each year for the title
of Stage Technician as well as increased payments toward insurance coverage.

MEMORANDUM OF UNDERSTANDIATG
A. This section of the Memorandum of Understanding shall apply to the Civic Center
Stage Employees holding the following titles:
Grigs
Head Flyman
Lamp Operator
Propertyman
Stage Carpenter
Stage Electrician
1. The rates of pay applicable to the titles above shall be as shown below:

2. When an employee is called to work he/she shall receive two hours' pay if
not put to work. If he/she is called to work and commences work, he/she
shall be guaranteed four hours' pay. These provisions, however, shall not
be effective when work is unable to proceed because of adverse weather
conditions; nor shall these provisions apply to temporary or emergency
employees nor to employees employed under any of the titles listed under
the heading "Special Employments"; nor to any person whose regularly scheduled
workday is less than four hours.
3. Effective December 26, 1981, when four department heads, i.e. , the Head Flyman,
the Propertyman, the Stage Carpenter, and the Stage Electrician, are repre-
sented on the same performance, hourly services for these four employees
rendered between 8:00 a.m. and 12:00 midnight shall be compensated at the rate
of $10.00 per hour; and hourly, services rendered between 12:00 midnight and
8:00 a.m. shall be compensated at the rate of $20.00 per hour.
Effective December 25, 1982, when four department heads, i.e. , the Head Flyman,
the Propertyman, the Stage Carpenter, and the Stage Electircian, are repre-
sented on the same performance, hourly services for these four euployees
rendered between 8:00 a.m. and 12:00 midnight shall be compensated at the rate
of $10.90 per hour; and hourly services rendered between 12:00 midnight and
8:00 a.m. shall be compensated at the rate of $21.80 per hour.

4. Effective December 26, 1981, hourly services rendered by employees in the
title of Grips between 8:00 a.m. and 12:00 midnight shall be compensated
at the rate of $9.05 per hour and hourly services rendered between 12:00
midnight and 8:00 a.m. shall be compensated at the rate of $18.10 per hour.
Effective December 25, 1982, hourly services rendered by employees in the
title of Grips between 8:00 a.m. and 12:00 midnight shall be compensated at
the rate of $9.85 per hour and hourly services rendered between 12:00 mid-
night and 8:00 a.m. shall be compensated at the rate of $19.70 per hour.
B. This section of the Memorandum of Understanding shall apply to ttte employees of
the City of Saint Paul employed in the title of Stage Technician.
The employees employed in the aforementioned title shall receive the following
salary and fringe improvements:
1. Wages: �
a. Effective December 26, 1981, a salary increase of 7.5% (seven and
one-half percent) .
b. Effective 1�ecember 25, 1982, a salary increase of 7.SY (seven and
one-half percent) .
2. The Employer will provide for employees who retire after the time of
approval of this Memorandum and until such employees reach sixty-five
(65) years of age such health insurance benefits and life insurance
benef its as are provided by the Employer for such employees.
In order to be eligible for the benefits under this early retiree pro-
vision, the employee must:
2.1 Be receiving benefits from a Public Employee Retirement Act.
2.2 Have severed his relationship with the City of Saint Paul under
one of the early retiree plans.
3. Effective January 1, 1982, for each eligible employee covered by this
Agreement who selects Group Aealth insurance coverage, tha Employer agrees
to contribute the cost of such coverage or $42.58 per month, whichever is
less. In addition, for each employee who selects Group Health dependent's
coverage, the Employer will contribute the cost of such dependent's cover-
age or $81.59 per month, whichever is less.
4. Effective January 1, 1982, for each eligible employee covered by this Agree-
ment who selects Coordinated Health Care, the Employer agrees to contribute
the cost of such coverage or $56.90 per month, whichever is less. In addi-
tion, for each employee who selects Coordinated Health Care dependent's
coverage, the Employer will contribute the cost of such dependent's
coverage or $103.00 per month, whichever is less.

S. Effective January 1, 1982, for each eligible employee covered by this
Agreement who selects the Share insurance coverage, the Employer agrees
to contribute the cost of such coverage or $43.15 per month, whichever is
less. In addition, for ea.ch employee who selects the Share dependent's
coverage, the Employer will contribute the cost of such dependent's
coverage or $85.21 per month, whichever is Zess.
6. Effective January 1, 1982, for each eligible employee covered by this
Agreement who selects Blue Cross-Blue Shield insurance coverage, the
Employer agrees to contribute the cost of such coverage or $69.70 per
month, whichever is less. In addition, for each employee who selects
B1ue Cross-Blue Shield dependent's coverage, the Employer will contribute
the cost of such dependent's coverage or $161.45 per month, whichever is
. less.
7. Effective January 1, 1982, for each eligible employee covered by this
Agreement who selects HMO-Minnesota insurance coverage, the Employer
agrees to contribute the cost of such coverage or $68.96 per month,
whichever is less. In addition, for each employee who selects the HMO-
Minnesota dependent's coverage, the EmpI.oyer will contribute the cost of
such dependent's coverage or $155.91 per month, whichever is less.
8. The Employer agrees to contribute the cost for $5,000 of Life Insurance
coverage for each employee who is eligible for such coverage or $2.07 per �
month, whichever amount is less.
9. The contributions indicated in items 3 thru 8 shall be paid to the Employer�s
group health and welfare plan.
10. Effective October 1, 1982, the amount of the Employer's contribution toward
employee coverage in items 3 thru 8 above shall be ad�usted in dollars to
reflect the cost of the October 1, 1982 premium rates for the respective
employee coverages.
I1. Effective October 1, 1982, the amount of the Fmployer`s contriubutions toward
dependent coverage in items 3 thru 8 above shall be adjusted to reflect the
October, 1982 premium plus seventy-five percent (75%) of the October 1, I982
inerease in the premium rates for the respective dependent coverages.
12. Effective October 1, 1983, the amount of the Employer's contribution toward
employee coverages in items 3 thru 8 will be adjusted in dollars to reflect
the cost of the October 1, 1983 premium rates for the respective employee
coverages.
13. Effective October 1, 1983, the amount of the Employer's contribution toward
dependent coverage items 3 thru 8 above shall be adjusted to reflect the
October, 1982 premium plus seventy-five percent(75%) of the October 1, 1983
inerease in the premium rates for the respective dependent coverages.
. 14. Effective December 31, 1983, the Employer's contribution toward employee and
dependent coverages shall be ad3usted back to the respective amounts which
were in effect on September 30, 1983. The amount of the Emgloyer's contri-
bution toward employee and dependent insurance caverages in 1984 will be
