�nTHEREAS, the Mayor and City Council of Saint Paul have made a commitment to
solve sewer backup problems in the Thomas-Dale Community and
WHEREAS, the City has spent approximately $10,00Q ,000 during the last two
years to construct the Saint Albans Tunnel and Open Cut Sewers in the Frogtown
area and
WHEREAS, the Director of Public Works has recommended in his letter of
January 7, 1982, to Mayor Latimer that the second half of the Thomas-Dale
project be postponed one year so that actual measurements of rainfall and
corresponding sewer capacity can be taken to more accurately determine the
relief provided the lower eastern service area by the sewers constructed in
the higher western service area, so that less costly design alternatives can
be considered,
NOW THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, upon
the recommendation of Mayor Latimer, that the Thomas-Dale sewer program be
delayed for not more than one year so that less costly design alternatives
, can be studied, and
BE IT FURTHER RESOLVED that the Department of Public Works is authorized to
spend previously budgeted bond monies for the project to measure actual
rainfall and sewer capacity, to reimburse the Public Works Engineering
Revolving Fund for existing design costs incurred through 12/31/81, and
to study new design alternatives, and
BE IT RESOLVED that the Public Works Department complete its studies and notify
City Council of its Final recommendations by no later than November 15, 1982,
so that bonds may be issued for Phase III in time to take advantage

of an early 1983 construction schedule, and
BE IT FINALLY RESOLVED that the Mayor and City Council reaffirm their commit-
ment to solving the City's number one sewer problem in the most cost
effective manner and that at no time will the Water Pollution Abatement
Bonds previously issued be permanently transferred to any other sewer project
in Saint Paul.
