WHITE - CITV CLERK .���r�'C�[�� PINK - FINANCE GITY OF SAINT PAUL Council � GANARV - DEPARTMENT BLUE - MAVOR � File N . o ncil Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS , the St. Paul Area Chamber of Commerce Committee on Local Government Financing has met with representatives from the business community for the past five months; and, WHEREAS, the goal of the Committee is to assist the City of St. Paul, Ramsey County and the St. Paul Independent School District to mini- mize the impact of federal and state cutbacks by facilitating priority ranking of community services through joint efforts of the three governmental units; and, WHEREAS, the business community believes that such assistance would require two phases; and, WHEREAS, Using the resources of the Hubert H. Humphrey Institute of Public Affairs, Phase I would identify service areas within the city, county and school district which could be operated more effectively; and, WHEREAS, Using the services of a professional management organization, Phase II would involve workshops with representatives from business, the St. Paul community, and the city, county and school district, to cooperatively discuss the needs of the community, priority ranking of services to meet those needs and the level of services necessary; and, WHEREAS, Phase I and Phase II would be financed through private monies; and, WHEREP.S, Phase I and Phase II require the cooperation and participation of the City Council, Mayor and city staff , NOW, THEREFORE, BE IT RESOLVED, that the City Council and Mayor support the Committee in its efforts and request that information and assis- tance be provided by staff.
