I do feel that there are some unusual circumstances in this case that require assistance from Briggs & Morgan in the form of over-th�-shoulder assistance in several areas : 1. The 1981 Tax Act presents a possible opportunity to the city in that ��e miqht be able to use ne�� leasinc� provisions to ultir�ately build city infrastructure at reduced costs to the city. This is a newly developing area of expertise where Brig�s & �lorgan's expertise in the areas of leasino/ 1981 Tax Act and as a bond counsel would be extremely useful in developinn this new proqram. 2. It is obvious that individual developr�ent projects in the cit,y Hiill be greatly impacted by neU� tax laws. The financial structure of every major development project in the city and, therefore, the degree to which public financina assistance is necessary can only be understood in light of new avenues opened by the 1981 Tax Act.
