RESOLVED, That the Council of the City of Saint Paul hereby approves
the appointment, by the Mayor, of Peter Hames as acting Director of
the Department of Finance and Management Services, said appointment to
be effective as of January 6 , 1982 , and to continue until such time
as a permanent Director of the Department of Finance and Management
Services is appointed.

Attached you will find two resolutions: one, appointing
Peter Hames acting Director of Finance & Management Services,
replacing Bernard Carlson; the other appointing Gregory Haupt
Director of Management, replacing Peter Hames.
After considerable discussion and thought, I believe it is
in the best interests of Saint Paul city government not to
recruit nationally, as we have typically done with previous
appointed management position vacancies, but rather to
appoint from within.
Peter Hames has worked long and hard for city government
beginning in the City Administrator' s Office in 1973. He
has a demonstrated competence and professionalism which, I
feel, will make him an outstanding Finance and Management
Services Director. Peter, as many of you are aware, has been
the central administration' s quality control point since
becoming Director of Management in 1977. Recognizing the
importance of financial and management control matters in
the austere years awaiting us, and Peter' s mastery of city
government programs, I cannot think of a more qualified
candidate than he.
Greg Haupt started with the City Planning Division in 1976,
was promoted to the capital budgeting specialist in the
Budget Section in 1978, where he also performed management
and analysis work, and most recently was promoted to a
Project Manager IV in the Department of Planning and Economic
Development in 1981, He is a skillful , determined, and
knowledgeable employee who will make a very effective

Director of Management. It is fortunate that the City of
Saint Paul has such homegrown talent to draw upon when key
appointed management positions open up.
From a staffing standpoint, the city's central administration
has been reduced significantly over the past five years. We
have increasingly turned to the management team approach as
a way of doing more with less. These two appointments reflect
and reinforce this trend.
Under Hames direction, Haupt and Greg Blees, the City Budget
Director, will function as the city's lead management/finance
team. Although it is important to keep the budget function
separate from the finance function, as a check and balance,
there is much to be gained through the development of a lead
management team comprised of the Director of Finance and
Management Services, the Budget Director, and the Director
of Management. We will continue to examine new opportunities
, for coordinating the city's management, budget, finance, and
support services functions. Given the rich and knowledgeable
. background of these three professionals and their demonstrated
abilities, the city's capacity to weather the stormy years
ahead will be significantly increased.
