WHEREAS, the Mississippi River floodplain includes Pig' s
Eye Lake, Saint Paul' s largest lake, plus floodplain forest,
wetland, grassy uplands, and is the site of the upper Midwest' s
largest and most important heron and egret rookery; and
WHEREAS, the Saint Paul Mississippi River Corridor Plan, as
approved by the Saint Paul City Council on August 11; 1981, calls
for development of about 1,300 acres surrounding Pig s Eye La.ke
as a regional park, stating it would serve as the focal point of
the entire downstream river corridor open space systam; and
WHEREAS, the County of Ramsey and the Metropolitan Council
have designated a portion of the area for a regional park; and
WHEREAS, the Minnesota Department of Natural Resources has
identified Pig' s Eye Island II as a potential Scientific and
Natural Area; and
WHEREAS, the development of the Pig' s Eye area as a regional
park would put important new educational and recreational oppor-
tunities within the reach of a large metropolitan population;
now, therefore, be it
RESOLVED, that the Saint Paul City Council, understanding
the value of the Pig' s Eye Lake area in Saint Paul as an urban
wilderness, reaffirms its support of the concept of a regional
park, as identified in the River Corridor Plan; and, be it
FURTHER RESOLVED, that the City Council also commends the Pig' s
Eye Coalition for its dedication to the preservation and enhancement
of the unique natural resources of the Pig' s Eye area.

Dear Councilman McMahon:
Pursuant to your request, I have prepared the resolution for the
Pig 's Eye regional park support based on the sample submitted by
you.
I enclose a copy of the sample you submitted, with the changes
shown thereon. The first paragraph was changed to limit the
reference to the portion of Pig' s Eye ar�a included in the
Mississippi River Co d r Plan. The City' s Corridor Plan
recommends a portion of the Pig' s Eye area to be a regional
park, not the whole Pig' s Eye area.
The other change was to delete the reference to 1400 acre area,
because I am advised that the City' s Corridor Plan recommended
only about 1100 acres for the regional park.
Also, referenae to acquisitions was omi.tted because the contem-
plated regional park ar�a does not contemplate any aequisition of
land. The Poxt Authority has already transferred title to a
portion of the area to the City for park use.
