WHEREAS, the City Council of the City of Saint Paul has initiated a new process
to franchise a cable communications system; and
WHEREAS, the City Council has determined that it is both desirable and necessary
to involve the citizens of the City in the process of awarding a cable franchise; now,
therefore be it
RESOLVED, by the Council of the City of Saint Paul , that the City shall establish
a formal mechanism for citizen participation in the franchising process, and that
mechanism will include, but not be limited to the following:
1 ) Hold a series of hearings to receive input from the community, with some of
these meetings focusing on special groups or topics.
2) Accept written and informal comments throughout the franchising process.
3) Review testimony, position papers, needs assessments and other documents,
from past franchising.
4) Initiate other measures as needed; and be it
FURTHER RESOLVED, that the City will widely disseminate information about the
franchising process and opportunities for the public to participate in that process;
and be it
FINALLY RESOLVED, that the City Council shall reserve the right to establish
one of more formal citizen advisory committees at any point in the process.
