approve s and ratifie s the attached Memorandum of Agreement which

MF2MORANDiJ1�1 OF AGREEMENT
This Memorandum of Agreement is by and between the City of Saint Paul and
the Sheet Metal Workers Local 76. In full settlement of the 198I-19$3
�
negotiations, the parties hereto have agreed as follows:
1. Except as herein modified the signed 1981-1983 Collective
Bargaining Agreement between the parties, shall be the basis
of the forthcoming labor agreement.
2. Add Article 12.6 �ahich is attached hereto and made a part hereof.
3. Appendix D of said agreement shall be replaced with Appendix A
which is attached hereto and made 3 part hereof.
It is understood that the above settlement shall be recammended by the City
Negotiator, but is sub3ect to approval by the City Administration and adoption
of the Civil Service Commission and the City Council.
IN WITNESS WHEREOF, the parties hereto have affixed their signatuxes this

12.6 Regular employees covered by the fringe benefits listed in Article 12.2
shall be considered, for the purpose of this Agreement, non-participating
employees and shall be compensated in accordance with Article 12.1 (Wages)
and have the fringe benefit contribution towards the National Pension
Fund made on their behalf as provided for by item number 3 in Appendix D.

APPENDIX D
Effective r4ay 1, 1982, the F.�IPLOYER shall:
(1) contribute $ .94 per hour for all hours worked by participating
employees as defined in Articles 12.3, 12.4 and 12.5 of this
AGREEMENT to a Welfare Fund.

(2) contribute $1.12 per hour for all hours worked by participating
employees as defined in Articles 12.3, I2.4 and 12.5 of this :
AGREE�IENT to a Local Pension Fund.
(3) Contribute $ .12 per hour for all hours worked by participating
and non-participating employees as defined in Articles 12.3,
12.4, 12.5 and 12.6 of this AGREEMENT to a National Pension Fund.
(4) deduct $1.70 per hour for all hours worked from the earnings of
participating employees as defined in. Articles 12.3, 12.4 and
12.5 of this AGREEMENT, and forward to a Vacatio�x Fund.
(5) contribute $ .09 per hour for aIl hours worked by partieipating
employees as def ined in Art3cles 12.3, 12.4 and 12.5 of this
AGREEME1vT to the Journeyman and Apprenticeship Training Fund.
The above contributions may be increased as long as the applicable hourly
rates in Appendix C for participating employees are decreased by the same
total amount.
All contributions and deductions made in accordance with this Appendix shall
be forwarded to depositories as directed by the UNION. :
The FMPLOYER shall establish Workman's Compensation and Unemployment Compen-
sation programs as required by Minnesota Statutes.
The EMPLOYER'S fringe benefit obligation to participating employees as defined
in Articles 12.3, 12.4 and 12.5 is limited to the contributions and/or deductions
establ�shed by this AGREFI`�IENT. The actual level of benefits provided to employees
shall be the responsibility of the Trustees of the various funds to which the
II�PLOYER has forwarded contributions and/or deductions.

We recommend your approval and submission of this Resolution to the City Councila �

PURPOSE AND RATIONALE FOR THIS ACTION
This Resolution approves an amendment to the 1981-1983 Agreement between the city and
the Sheet M�tal Workers Local 4�76.
This amendment provides for the employer to contribute to the Union's National Pension �
i
Plan. The contribution will be .12 per hour. The employee's base rate wi.11 be reduced by �
.12 per hour. '
