An Ordinance amending Chapter 60 of
the Saint Paul Legislative Code pertaining
to zoning for the City of Saint Paul and
the zoning maps thereof.
WHEREAS, Pursuant to Minnesota Statutes � 462 .357 and � 64 .210
of the Legislative Code, National Checking duly petitioned to rezone
Lots 2 through 8 and Lots 15 through 26, a11 in Block 1, D. R.
Burbank ' s Addition to St. Paul, located in the area bounded by Juno,
Osceola, Armstrong, and Drake, from RM-2 to I-1, to permit expansion
of a business, the petition having been certified by the Department
of Finance and Management Services an April 27, 1982 as having been
consented to by at least 67� of the owners of the area of the pro-
perty to be rezoned, and further having been consented to by at
least two-thirds of the owners of the property situated within 100
feet of the total contiguous descriptions of real estate held by
the same owner or any party purchasing any such contiguous property
within one year preceding the date of the petition; and
WHEREAS, The current Zoning Committee an May 6, 1982 conducted
a public hearing for the purpose of considering the rezoning
petition, and pursuant to Section 107 .03 of the Administrative
_ Code, submitted its recommendation to the Planning Commission that
the petition be granted; and
WHEREAS, The Planning Commission considered the rezoning
petition at its meeting held on May 14, 1982 and reco�nmended that
the City Council approve the petition; and
WHEREAS, Notice of a public hearing before the City Council
on the said rezoning petition was duly published in the official

WHEREAS, A public hearing before the City Council, having been
conducted on June 3, 1982 where all �interested persons were heard,
and the Council having considered all the facts and recommendations
concerning the petition; now, therefore,
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. �
That the zoning map of the City of Saint Paul, Sheet No. 27,
as incorporated by reference in Section 60 .301 of the Saint Paul
Legislative Code, as amended, is hereby further amended as follows:
That property located in the area bounded by Juno,
Osceola, Armstrong, and Dxake, being more particu-
larly described as Lots 2 through 8 and Lots 15
through 26 , all in Block l, D. R. Burbank' s Ad-
dition to St. Paul, be and is hereby rezoned from
RM-2 to 2-l. '
Section 2 .
This ordinance shall take effect and be in force thirty (30)
days from and after its passage, approval and publication.

Dear Sir:
On May 6, 1982, the Zoning Committee of the Planning Commission held a
public hearing on this rezoning. The architect for Combined Companies and
its Vice-President for Information Services explained the company and their
expansion plans. They will be purchasing the property from National Checking.
They are also petitioning to vacate a portion of Armstrong so they can build
on to the north. A cul-de-sac will be put in to the west of the existing
Combined Companies ' property, providing access to residents along Armstrong.
At the end of the public hearing, the Zoning Committee voted 6 to 0 to
recommend approval of the rezoning.
On May 14, 1982, the Planning Commission considered the Zoning Committee's
recommendation and approved the rezoning by a vote of 13 to 0.
The rezoning is scheduled to be heard by the City Council on June 3, 1982.
Please notify me by June 2, ]982, if any member of the City Council wishes
to have slides of the site presented at the public hearing.

_ recommendation for approval . No correspondence was received on the matter.
Roger Erickson, representing the applicant, presented drawings and explained
� their proposal . Combined .Companies will use the site for expanded office,
. computer room, warehousang of premiums , and parking. They are presently
requesting vacation of Armstrong which will enable Combined Companies to
- _ expand and will also prevent trucks from using Armstrong to get to Drake.
They intend to clean u p the f r o n t o f t h e exis ting bui lding aa�d landscape the
. parking area, creating a corporate headquarters image facing toward' the �
residential neighborhood, and keeping all truck traffic toward the industrial
uses to the .east. As the building develops, they will become a physical
buffer between the heavier industrial zoning and the residential . He stated
that they have received strong support from the neighbors; the site has been
a problem in the past being vacant.
