Dear Mr. Hang:
The Office of License, Inspections and Environmental Pratection has recommended
adverse action against the licenses held by Dinner Club 2000, Inc., d/6/a Dinner Club 2000, Inc.
for the premises at 1177 Clarence Street in Saint Paul. The basis for the adverse action is as
foliows:
On February 1, 2000 you signed conditions to be placed on
your license, one of which was that there would be a metal
detector used. All customers are to be checked grior to entry
and reentry, without exception. On Rebrnary 11, 2000, the
Saint Paul police conducted a premise check at your
establishment, and observed that no metal detectors were being
used. The police spoke to you and to the head of security for
the bar, and were told that one of the two metal detectors was
broken and the other was missing. They watched as people
went inside the bar and noted that about every third male
entering the premises was being pat searched and no females
entering were being searched.
Saint Paul Legislative Code §310.06(b)(5) permits adverse action against a license when the
licensee has failed to comply with conditions set forth on the license.

If you do not dispute the above facts please send me a letter with a statement to ihat
effect. The matter wiil then be scheduled for a public hearing before the St. Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (AL.�. If you wish to have such a heazin�, please
send me a letter stating that you aze contesting the facts. You will then be sent a"Notice of
Heazing," so you will know when and where to appear, and what the basis for the hearing wi11 be.
In either case, please let me know in writing no later than Monday, April 3, 2000,
how you would like to proceed. If I have not heard from you by that date, I will assume
that you are not contesting fhe facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

for 5:3� p.m., Wednesday, May 10, 2000 in the City Council Chambers, Third Floor, Saint Paul
City Hall and Ramsey County Courthouse.

assauits and disorderly eonduct o�cu� at the club. On arrival v,e observed a medic unit in the
Parking Iot see CN"00-025-034,
T�e Parlcing lot for Mii;ennium 2000 was completely full of parked vehicies with overflovr par�n�
on the street and in L,e pa;lang lot ofthe adjacent bank. Out side the baz was a line
approximately 35 faec long with individuals waiting to er:ter the club. Whe:i we entered the club it
appeared to be over crowded. A check with Fire pzevenuo tp� p�,�� revealed the
°�P�Cy Jiaut for the bar only area is set at 114. Myseif atong with Sgt. Ramstad and $gt.
Wachal estimated the crowd in the bar to be at a"minimum of 160." C1earIy the occupancy limit
of the bar azea was being exceeded.
It �'as also my understanding one o£the restrictions p7aced on the license oi the club imolved
o detectors being used. ` I ppk�e wrth the he�ad of s c �tered the cIub and observed
owner of the club�ao Han LY , ke Cameron as well as the
�.�..�.� the use of inetal detectors. They bo�ii state they were
suppose to be using them but curxentjy one ofthe two detectors was brokea and the second one
wa '` � Mr• Pao �a� stated he was havxqq p�Ple searched by his employees as they
entered the club. I monitored the situarion and noticed about every third mrle enteri� the club
Was pat searched by security and none of ihe females entering � club were being searched. -
When I brought this to Mr. Hangs attention he stated he coulda't have his people searching
females and he:vou�d get security to do a better job searching the mzle pasti�s a� the} ente;ed, I
continued to monitor ihe situation but noticed no improvement. It appeared the crowc} entering
the bar simply overurheimed the two se�rity people checIdng patrons to the point whae the
situation was hopelessly out of cozitrol.
We also noted a female (Unidentified) Se�� P � �b � t�e Pull tab booth who wasn't
weasi�yg any identification t�ig. When I questioned the femate aboui her ID she stated she had just
recently started seIIing pull tabs and has not yet received her ID ca; d,

6 WHEREAS, on February 1, 2000, Pao Hang agreed to eight condifions being placed on
7 the licenses held by Dinner Club 2000, Inc. d/b/a Dinner Club 2000, Inc. including Condition
8 Nusnber 5, which states: "A metal detector sha11 be used by the establishxnent to prevent the
9 introduction of weapons on the licensed premise. All customers sha11 be checked prior to enhy
10 and reentry, with no exceptions.' ; and

WHEREAS, this violation constitutes a violation of the license conditions; now, therefor,

RESOLVED, that the licenses held by Dinner Club 2000, Inc. d/b/a Dinner Club 2000,
Inc., for the premises at 1177 Clarence Street are hereby suspended for a period of two days,
commencing at 12:01 a.m. on Wednesday May 31, 2000 until 12:01 a.m. on Friday, 3une 2,
2000, for the violation of license condition number 5.

Dear Mr. Hang:
The Office of License, Inspections and Environmental Pratection has recommended
adverse action against the licenses held by Dinner Club 2000, Inc., d/6/a Dinner Club 2000, Inc.
for the premises at 1177 Clarence Street in Saint Paul. The basis for the adverse action is as
foliows:
On February 1, 2000 you signed conditions to be placed on
your license, one of which was that there would be a metal
detector used. All customers are to be checked grior to entry
and reentry, without exception. On Rebrnary 11, 2000, the
Saint Paul police conducted a premise check at your
establishment, and observed that no metal detectors were being
used. The police spoke to you and to the head of security for
the bar, and were told that one of the two metal detectors was
broken and the other was missing. They watched as people
went inside the bar and noted that about every third male
entering the premises was being pat searched and no females
entering were being searched.
Saint Paul Legislative Code §310.06(b)(5) permits adverse action against a license when the
licensee has failed to comply with conditions set forth on the license.

If you do not dispute the above facts please send me a letter with a statement to ihat
effect. The matter wiil then be scheduled for a public hearing before the St. Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (AL.�. If you wish to have such a heazin�, please
send me a letter stating that you aze contesting the facts. You will then be sent a"Notice of
Heazing," so you will know when and where to appear, and what the basis for the hearing wi11 be.
In either case, please let me know in writing no later than Monday, April 3, 2000,
how you would like to proceed. If I have not heard from you by that date, I will assume
that you are not contesting fhe facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

for 5:3� p.m., Wednesday, May 10, 2000 in the City Council Chambers, Third Floor, Saint Paul
City Hall and Ramsey County Courthouse.

assauits and disorderly eonduct o�cu� at the club. On arrival v,e observed a medic unit in the
Parking Iot see CN"00-025-034,
T�e Parlcing lot for Mii;ennium 2000 was completely full of parked vehicies with overflovr par�n�
on the street and in L,e pa;lang lot ofthe adjacent bank. Out side the baz was a line
approximately 35 faec long with individuals waiting to er:ter the club. Whe:i we entered the club it
appeared to be over crowded. A check with Fire pzevenuo tp� p�,�� revealed the
°�P�Cy Jiaut for the bar only area is set at 114. Myseif atong with Sgt. Ramstad and $gt.
Wachal estimated the crowd in the bar to be at a"minimum of 160." C1earIy the occupancy limit
of the bar azea was being exceeded.
It �'as also my understanding one o£the restrictions p7aced on the license oi the club imolved
o detectors being used. ` I ppk�e wrth the he�ad of s c �tered the cIub and observed
owner of the club�ao Han LY , ke Cameron as well as the
�.�..�.� the use of inetal detectors. They bo�ii state they were
suppose to be using them but curxentjy one ofthe two detectors was brokea and the second one
wa '` � Mr• Pao �a� stated he was havxqq p�Ple searched by his employees as they
entered the club. I monitored the situarion and noticed about every third mrle enteri� the club
Was pat searched by security and none of ihe females entering � club were being searched. -
When I brought this to Mr. Hangs attention he stated he coulda't have his people searching
females and he:vou�d get security to do a better job searching the mzle pasti�s a� the} ente;ed, I
continued to monitor ihe situation but noticed no improvement. It appeared the crowc} entering
the bar simply overurheimed the two se�rity people checIdng patrons to the point whae the
situation was hopelessly out of cozitrol.
We also noted a female (Unidentified) Se�� P � �b � t�e Pull tab booth who wasn't
weasi�yg any identification t�ig. When I questioned the femate aboui her ID she stated she had just

Dear Mr. Hang:
The Office of License, Inspections and Environmental Pratection has recommended
adverse action against the licenses held by Dinner Club 2000, Inc., d/6/a Dinner Club 2000, Inc.
for the premises at 1177 Clarence Street in Saint Paul. The basis for the adverse action is as
foliows:
On February 1, 2000 you signed conditions to be placed on
your license, one of which was that there would be a metal
detector used. All customers are to be checked grior to entry
and reentry, without exception. On Rebrnary 11, 2000, the
Saint Paul police conducted a premise check at your
establishment, and observed that no metal detectors were being
used. The police spoke to you and to the head of security for
the bar, and were told that one of the two metal detectors was
broken and the other was missing. They watched as people
went inside the bar and noted that about every third male
entering the premises was being pat searched and no females
entering were being searched.
Saint Paul Legislative Code §310.06(b)(5) permits adverse action against a license when the
licensee has failed to comply with conditions set forth on the license.

If you do not dispute the above facts please send me a letter with a statement to ihat
effect. The matter wiil then be scheduled for a public hearing before the St. Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (AL.�. If you wish to have such a heazin�, please
send me a letter stating that you aze contesting the facts. You will then be sent a"Notice of
Heazing," so you will know when and where to appear, and what the basis for the hearing wi11 be.
In either case, please let me know in writing no later than Monday, April 3, 2000,
how you would like to proceed. If I have not heard from you by that date, I will assume
that you are not contesting fhe facts. The matter will then be scheduled for the hearing
before the St. Paul City Council.

Parking Iot see CN"00-025-034,
T�e Parlcing lot for Mii;ennium 2000 was completely full of parked vehicies with overflovr par�n�
on the street and in L,e pa;lang lot ofthe adjacent bank. Out side the baz was a line
approximately 35 faec long with individuals waiting to er:ter the club. Whe:i we entered the club it
appeared to be over crowded. A check with Fire pzevenuo tp� p�,�� revealed the
°�P�Cy Jiaut for the bar only area is set at 114. Myseif atong with Sgt. Ramstad and $gt.
Wachal estimated the crowd in the bar to be at a"minimum of 160." C1earIy the occupancy limit
of the bar azea was being exceeded.
It �'as also my understanding one o£the restrictions p7aced on the license oi the club imolved
o detectors being used. ` I ppk�e wrth the he�ad of s c �tered the cIub and observed
owner of the club�ao Han LY , ke Cameron as well as the
�.�..�.� the use of inetal detectors. They bo�ii state they were
suppose to be using them but curxentjy one ofthe two detectors was brokea and the second one
wa '` � Mr• Pao �a� stated he was havxqq p�Ple searched by his employees as they
entered the club. I monitored the situarion and noticed about every third mrle enteri� the club
Was pat searched by security and none of ihe females entering � club were being searched. -
When I brought this to Mr. Hangs attention he stated he coulda't have his people searching
females and he:vou�d get security to do a better job searching the mzle pasti�s a� the} ente;ed, I
continued to monitor ihe situation but noticed no improvement. It appeared the crowc} entering
the bar simply overurheimed the two se�rity people checIdng patrons to the point whae the
situation was hopelessly out of cozitrol.

Conditions are as follows:
1. Licenses are issued subject to finai inspection and approval of the Restaurant by the LIEP
Environmental Health Sectio�.
2. The licensee shall ensure that all individuals entering the licensed premises are properly identified
to determine their age, and any individual over the age of 21 shall be identified by a non-removable
wristband which is visible and signifies that they may be served or consume alcohol. All individuals
without proper identification shall be denied entrance.
3. During the hours of operation until closing, the licensee, will provide for staffing and monitoring of all
entrances and exits, it being the intent tfiat at aN times indicated, at ieast one empioyee of the licensee
wiii be physically present at each entrance or exit to monitor patrons entering and exiting the
establishment.
4. Licensee shail continue to provide security personnel to promote the orderiy behavior of patrons on
and leaving the premises.
5. A metal detector shall be used by the estabiishment to prevent the introduction of weapons on the
licensed premise. Ail customers shall be checked prior to entry and reentry, with no exceptions.
6. Police officers and LIEP staff shall be ailowed to conduct premise checks and compliance checks
at any time with the total cooperation of the licensee.
7. Licensee shall not allow the number of patrons to exceed the occupancy limit established by the
Fire Department, Fire Prevention Section.
8. No ga�-ac or gang colors are allowed on the premises.
