The basis for the recommendation is as follows: The Nonconforming Use Permit approved by the Board of Zoning Appeals which is necessary for your business to operate at 2336 Territorial Road has rivo restrictions, which are that 1) there should be no cars for sale parked on the street or outside the building; and 2) that fifteen off-street parking spaces for use by employees and customers should be provided. This permit only allows the second hand motor vehicle dealer, and does not permit auto repair on the premises. On June 10, 1999 an inspector observed individuals repairing a motor vehicle, and saw twenty other vehicles parked outside. On September 14, 1999 an inspector visited the premises and again observed auto repair being conducted, and advised the owner that they could not do auto repair without a Iicense. On October 12, 1999, a third inspection revealed auto repairs being done on the premises. On February 15, 2000, the business was tagged for occupying a building without a certificate of occupancy. At approximately 4:O�pm, applicants asked Larry and Corinne how lona it �vould take for Cirv inspectors to cite them for operatina without a license because they are in operation now. Licenses required-Second Hand Dealer-Motor Vehicle, Auto Repair Gara�e, and Auto Body Repair Garage. Fire? Spraybooth requirement? 6/11/99 Per Larry Zangs, the referenced property is zoned RiVi-2. On Thursday June 10, 1999 I inspected the property and observed to individuals cvorking on a vehicle. there �vere at least 20 other vehiclzs in this space which occupies approximately southem 1/2 of the building. Many of the vehicles observed were damaged. The vehicle that the rivo men were working on was up on car hoist. There is no licenses issue to this property to do either auto repair or do autobody repair. The Pianning Commission recently granted approval to sell vehicIe with a restriction that they display the vehicles indoor. That License holder, who is also the owner of the building, �vas instructed that they could only sell vehicles not fix them at this location. When I showed the ttvo men working on the car the name of the owner, they did not recoo ize him as the man they worked . The one man( «�hite male) would not talk to me and the other man (a black male) had a language problem., so I wasn't able to get very far with the investigation. The person who is operating the auto repair business will need to go the Planning Commission for a Change of Nonconforming Use permit to operate an auto repair and auto body business. 2336 Territorial Road-PCF99-14, ZF99-016.
