5 Whereas, the proposed project limits are within the City of Saint Paul; and

7 Whereas, the Counties have presented final plans and specifications to the City of Saint Paul for
8 approval;

INRIATING PROBLEM, ISSUE, OPPORTUNITY (WHO, WHAT, WHEN, WHERE, WH�'
Ramsey and Hennepin Counties have been working with MfVDOT on plans to redeck the Ford Parkway bridge. It is a$1 �
million project that will take three years to complete. The counties share ownership of the bridge and are sharing the cost of
the project. The Citys of Minneapolis and St. Paul have no money in the project. The project has been designed under the
direction of a Task Force made up of City staff, local citizens and local businesses. By law the City must approve the project
plans and specifications. Bid opening is scheduled for May 17. There are no controversial issues at this time, however, the
County has applied with the City for a noise variance on construction noise . There is a public hearing scheduled for that
variance. It is a separate but related issue.
ADVANTAGESIFAPPROVED:
Construction may begin in June and be completed in three construction seasons, Fall of 2002.
DISADVANTAGES IF APPROVED:
Ford Parkway will be restricted to one lane of traffic in each direction for three construction seasons.

The Ford Bridge deck will continue to deteriorate. Frequent and expensive repairs will need to be conducted each year to
keep the bridge open to traffic.
