1 WHEREAS,the sewer system has approached an age where the City has initiated a systemaric approach to sewer rehabilitarion
2 and has concentrated on rehabilitating aging sewers with excessive inflow and infiltration of rain and groundwater; and

4 WHEREAS, the Metropolitan Council Environmental Services offers a matching loan program to finance these projecu at below
5 mazket rates.

7 Now, therefore be it RESOLVED, by the City of Saint Paul that the City authorizes the Deparfinent of Public Works to apply for
8 two $3Q000 loans from the Metropolitan Council environmental Services; and

10 Be it FURTHER RESOLVED, that the CiTy of Saint Paul act as legal sponsor for projects contained in the loan application and
i l that the Director of Public Works, or his designee, is hereby authorized to apply to the Metropolitan Council environmental
12 Services for funding of this project on behalf of the City of Saint Paul; and
13
14 Be it FITRTHER RESOLVED, that the Ciry of Saint Paul has the legal authority to apply for financial assistance and the
15 institutional, managerial and financial capabiliTy to ensure adequate construction, operation, maintenance of the proposed projecu
16 for their design life; and

18 Be it FURTHER RESOLVED, that Saint Paul has not violated any Federal, State or L,ocal laws pertaining to fraud, bribery,
19 grafr, kickbacks, collusion, conflict of interest or other unlawful or wrrupt pnactice; atxl

21 Be it FINALLY RESOLVED, that upon approval of its applicadon by the Metropolitan Council, the City of Saint Paul may enter
ZZ into an agreement with the Metropolitan Council Environmental Services for the above referenced projects and that the City of
23 Saint Paul certifies that it will comply with all applicable laws and regulations as stated on all contract agreements and described

The average age of the 804 miles of sanitary sewer in Saint Paul is 70 years old with many miles that aze over 100 yeazs old. The City has
initiated a Sewer Rehabilitation Program to address the needs of its aging sewer system. The iniGal stages of the Sewer Rehabilitafion
Program aze directed towazd aging sewers with excessive inflow and inFiltration of rain and groundwater and the subsequent removal of
combined sewer overtlow regulators. This type of work qualifies for Menopolitan Council Environmental Services loan for Inflow and
Infiltration Control Projects.
ADVANTAGESIFAPPROVED.
If approved, Public Works will continue to rehabilitate aging sewers and eliminate sources of inflow and infiltration. In addiaon, loans from
the Metropolitan Council Environmental Services aze below mazket rates and if the Inflow and Tnfiltradon Projects are successful, the loan
repayment will be forgiven..
Funds for the debt repayment have been included in the 2000 approved budget.
