RESOLUTION CALLING FOR A PUBLIC HEARING
ON TWO PROPOSALS FOR PROGRAMS FOR
MUL'TI-FAMILY REN"fAL HOUSING DEVELOPMENTS PURSUANT
TO MINNESOTA STATUTES, CHAPTER 462C AND
AUTHORIZING THE PUBLICATION OF A NOTICE OF SAID
HEARING AND AUTHORIZING THE PREPARATION OF
THE NECESSARY DOCUMENTS AND MATERIALS
IN CONNECTION WITH SAID HEARING
WHEREAS,
(a) Minnesota Statutes, Chapter 462C (the "Act") gives cities, or housing and
redevelopment authorities or port authorities authorized by ordinance to exercise, on behalf
of the city, the powers conferred by the Act, the power to issue revenue bonds for the purpose
of planning, administering, making or purchasing loans to finance one or more multi-family
housing developments within the boundaries of the city;
(b) The Housing and Redevelopment Authority of the City of Saint Paul, Minnesota
(the "HRA") has been designated, by ordinance, to exercise, on behalf of the City of Saint
Paul, Minnesota, the powers conferred by Minnesota Statutes, Section 462C.01 to 462C.08;
(c) The City has received from (1) Duraps, Inc., a corporation organized under the
laws of the State of Minnesota ("Duraps") and (2) Hill Plaza Associates, a Minnesota partnership
consisting of Howard Bergerud and Hays Enterprises ("Hill Plaza Associates"), proposals
that the City undertake programs to finance multi-family housing developments by the
issuance of its revenue bonds pursuant to the Act;
(d) Before proceeding with consideration of the request of the Developer, it is
necessary for the City to hold a public hearing pursuant to Section 462C.05, Subdivision 5
of the Act;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Saint Paul,
Minnesota as follows:
1. A public hearing to consider the proposals of Duraps and Hill Plaza Associates
will be held at the time and place set forth in the Notice of Hearing hereto attached.
2. The general nature of the proposals and the estimate of the principal amount
of bonds to be issued to finance each proposal are described in the form of Notice of Hearing
hereto attached.
3. The Notice of said public hearing shall be substantially the form contained in
the Notice hereto attached.
4. "fhe Clerk of the City is hereby authorized and directed to cause said Notice
of Hearing to be given on publication in the official newspaper of the City of Saint Paul,
Minnesota, not less than 15 days prior to the date fixed for said hearing, as shown on the
Notice of Hearing hereto attached.

NOTICE OF PUBLIC HEARIPIG ON TWO
PROPOSALS FOR PROGRAMS TO FINANCE A
MULTI-FAMILY RENTAL HOUSING DEVELOPMENTS
To whom it may concern:
Notice is hereby given that the City Council of the .
City of Saint Paul, Minnesota will meet in the City Council
Chambers at the City Hall in the City of Saint Paul, Minnesota
at o'clock q.m. on , 1982, to consider the
proposalS of Duraps, Inc. an Hill Plaza Associates that the
City undertake programs to finance the developm�nts hereinafter
described, pursuant to the City' s housing plan under Minnesota
Statutes, Chapter 462C, by the issuance of revenue bonds.
The Duraps Development
The development consists of the construction
and equipping of a multi-family rental
housing development of approximately 240
rental units located on Ruth Street between
North Park Drive and Burns Avenue, Saint
Paul, Minnesota. The development will be
_ occupied primarily by persons of low or
moderate income. Not less than 20�
(approximately 48 units) of the units in the .
development will be occupied by persons of
low income, a category presently defin�d
under federal law to mean persons eligible
for assistance under Section 8 of the
National Housing Act. Total approximate
. development costs will be $15,000,000. The
development will be owned and operated by
Duraps. Non-housing components will not be
included within the development.
The Hill Plaza Associates Development
The development consists of the construction
and equipping of a multi-family rental
housing development of approximately 90
rental units located on Selby Avenue
immediately West of Dale Street, Saint Paul,
Minnesota. The development will be adjacent

to the project known as "Blair House" . Not
less than 20� (approximately 23 units) of the
units in the development will be occupied by
persons of low income, a category presently
defined under federal law to inean persons
eligible for assistance under Section 8 of
the National Housing Act. The remaining
units will be rented without regard to the
income of the occupants. Total approximate '
development costs will be $9,000,000. The -
development will be owned and operated by
Hill Plaza Associates. Non-housing
components will be included within the
devel�pinent but will not be financed by the
housiny revenue bonds to be issued for this
development. The United States Department of
Housing and Urban Development has awarded the
City an Urban Development Action Grant for
the Selby Avenue Revitalization Project. A
portion of such grant will be used to assist
this development.
The estimated principal amount of bonds or other obli-
gations to be issued to finance the buraps development is
$15,000,000. The estimated principal amount of bonds or other
obligations to be issued to finance the Hil1 Plaza Associates
development is $8,000,000.
Said bonds or other obligations, as and when issued,
will not constitute a charge, lien or encumbrance unon any
property of the City of Saint Paul, or its housing and
redevelopment authority except the Development and the revenues
to be derived from the Development. Such bonds or obligations .
will not be a charge against the City' s general credit or
taxing powers but are payable from sums to be paid by Duraps or
Hill Plaza Associates, as the case may be, pursuant to revenue
agreements.

Housing Division, Department of Planning and Economic
